- Fix for BinkD potentially not reflecting address or directory changes.

- Improved Circular Path Detection.

- Various minor fixes and improvements to Config-Echomail Areas, Config-
 Fileecho/Tic Areas, Config-Actions, Areafix and Filefix.

- Fix for a potential problem with removing empty passthrus when the last
 system left is a Usenet gateway.

- Reduced memory usage in the internal editor.

- New installations no longer "complain" on missing QuickBBS/GoldBase files.

- The internal message editor no longer crashes for GoldBase Edition users.

- Minor improvement to F1-Help and the user manual.
