In my case, and I suspect yours, W10 automatically installed and enabled NTVDM
when you first tried to run a 16-bit program.  Why you are having problems with
some of your 16-bit programs is a mystery.  You might try placing their icons
(create shortcut) on your W10 desktop and running them as Admin.
