There are specific rules for government cloud use - Microsoft's GovCloud
is only housed on US servers. As a rule, you encrypt all traffic on the
wire and encrypt data at rest on volumes. You set up ExpressRoute,
essentially a dedicated line into Microsoft's data space, so your
traffic doesn't go across the public internet to get to Microsoft.

It's good enough for law enforcement and E911 use.

As for the DOD, I suppose nowadays it's as much a private enterprise as
it is government entity with contractor use. They'd need to allow
external access. A cloud is a great way to do so with culpable
deniability. It's Microsoft's Fault!
