You illuminated a key point.  How to create an echo is not obvious - to a user. A user comes along, sees that no echo seems to exist for a particular topic, and maybe asks for a sysop's assistance to track it down and add it to the BBS. Or.. the user sees there is no echo for a particular topic of interest and thinks "fidonet sucks.. there is no echo for the topic I'm interested in".

But basically, it's a simple matter to just ask.  A sysop of your board could help you get started.  Then you, as creator/moderator, just need to advertise (eg. via ECHO_ADS echo), or encourage other sysops in the network to add your echo. You're already off to a good start doing just that!  :D
