following up a message from Richard Webb to Kevin Klement:

I looked that possibility for first of month stuff years ago when doing the
busy hub thing, and use a similar concept for a forced event on Sunday
mornings, but thought it was too
cumbersome in the event file.  What I found instead was two
little gems that could be invoked by batch files, dayoweek
and getdate, so let it handle most of the once a week and
once a month stuff during my morning maintenance event while I'm still in my
bed.

BUt, it can be done, bt-ref.txt gives a fairly good
description of the process, better than I could do.
