These two *.exe are in the archive that I downloaded from Max's site:

binkd-mingw-ipv6-perldl-zlib.exe
binkd64-static-perl-zlib-bzlib2.exe

The first one is the one I use now, the second one is a 64 bit version that
will not run on my Win32 machine.
