If what I saw when I was out in the LA area < 2 yrs ago is any indication,
there likely are not enough "shelters and services" to make much of a dent
in the encampment populations.
There were strings of old RVs and other quasi-mobile homes and tents strung
out for over a mile on Valley Blvd, and for miles along San Fernando (on
both sides of the street). There were people living, and defecating, in the
vestibules at the bottoms of the overhead walkways in Long Beach, and
apparently living in the restrooms there at the aquarium and also at Santa
Monica Pier.
So not just in places that tourists won't usually go.

I actually assumed they gave some of them the broken down RVs and trailers
along the streets... otherwise, I am not sure how some of them got there as
they didn't appear to be in a very "mobile" condition.
