Kurt, and people like him, live with a worldview that the Elitists rule over
the plebes. The plebes are too stupid to make any good decisions, so the
Elitists must make those decisions for them - and the first step is to take
away any ability to make decisions. Also the plebes exist to do the "menial"
work that the Elitists think are beneath them (but, in reality, are beyond
their capability to do).
Kurt also still has the illusion that he's one of the Elitists when, in
reality, he's just a useful idiot.

We see a lot of these people around harvest time in my area. Usually picking
apples. They come in, do useful work, pay taxes, then go back home.
... If ignorance is bliss, why aren't there more happy folks?
