I will try to find that film. Wikipedia calls that film "a conspiricist film" that makes "false claims." (And we all know what that means when translated.)

I wonder if that "certified person" likes money? Money is likeable.

My concern is that the "certified person" will put the unreadably damaged ballots in the Kamala pile.
