I don't have the answers but I just wanted to say that these are good questions. I live in a part of the USA that does not use them and I have never heard of "ballot boxes" until this happened.
There are lots of other questions to be asked about this also:
What is the point of the ballot box?
Why don't they just use the mail instead?
What is the procedure for retrieval of the ballots from the box?
How will the votes be counted if the ballots are unreadable from the damage?
