Trump has been working to kill the ACA (along with other republicans) since he took office and has been saying a replacement plan would be out in "weeks" but so far he has tabled nothing.

Trump needs to do some planning and doing so he can get things done, things that matter. Planning around coronavirus, the ACA and global warming would be a good place to start.
There just doesn't seem to be any kind of planning in the white house today.
