It is part of their job only when it is necessary to prevent deadly harm
to themselves or others.  That was clearlly not the cases of Michael
Brown or Tamir Rice or Walter Scott or Philando Castile or Stephon Clark
or Breonna Taylor or Rayshard Brooks.

It is not part of their job to evaluate the color of a suspect -- but
all to often that is exactly what they do.
