He would not have had to make it mandatory.  It would have helped if he
had simply recommended that people stay at home except for essential
services.  Instead, he is now telling people to open up, damn the
consequences to their and other's health.

My state governor did institute a stay at home "sugestion in mid March
and then a stay at home order with teeth on March 30.  The result was a
much better record with respect to deaths than other states with early
infections who stayed more open.

Didn't he eventually do that in essence, albeit after the disease was
already here.

That would be great --- why doesn't he do that?  Instead he had
downplayed testing because "if you test more people, you get bad numbers
of infected people".
