The governor of Louisiana declared a state of emergency, and ordered
everybody to stay at home. There are 64 parishes in Louisiana. Only
residents of one parish (Orleans) adhered to the governor's call to
stay at home, receiving an `A' grade. The other 63 parishes got a
rating of `D' or `F'. This was shown by data collected from cell
phones.
Social distancing might sound like a good thing, and it really would
work if folks did what they are supposed to be doing. However, in
actual practice, most people are doing whatever they feel like. Not
just in Louisiana, but everywhere.

Not gonna work. We do not live in a fascist state. Or state
with an authoritarian leader who can order troops to do whatever
he wants. North Korea has no coronavirus cases. Ergo, no deaths
from COVID-19. There are a few other countries who are doing the
same thing so as not to have any coronavirus cases.
