There is nothing unusual about giving away pens to US Senators.
And the cost is usually quite minimal, such as $15 per pen in Pelosi's
case, for a total of about $450 -

for Bill Clinton were engraved "Untied States Senator".  I have
one of those pens, only without the engraving.
