There was a bug in regards to log file contents in SBBSecho v2.11 (revision
1.173 and later), included with Synchronet-Win32 v3.14a.

The log level now defaults to "Informational" rather than "Notice" (so the log
file should contain the same level of details as prior releases of SBBSecho)
and the log level is now configurable (in echocfg).
