Yes, but all that does is resolve the hostname to an IP address. Your browser
will then connect to port 80 on that IP address, which is the same computer the
server is on, so the ISP isn't involved.

Your ISP isn't blocking outbound DNS requests. That much is clear. But has
nothing to do with whether or not they're blocking inbound port 80 requests.
