Okay, so if it's in UTC, it's in central *or* eastern US. It's UTC.
Example:
jsexec '-r Date("2023-10-13T23:30:00Z")'
when run on my system (in PDT), produces:
Result (string): Fri Oct 13 2023 13:30:31 GMT-0700 (PDT)
