I am almost positive the other end is a telnet connection on port 23 as when I
use a cmd prompt and use telnet rainmaker.wunderground.com it connects and
allows me to scroll through the menus.  I do not specify an SSH port.
Likewise, using telgate, it does connect and it gives me the message above so I
know it's connecting but will not go any further. This is the entire message I
get...

As you can see, a connection is being made and when I do a netstat, it shows a
telnet connection being Established to that IP. After I do a CTRL-] and
disconnect the connection goes away in netstat.

This is what is says in the Terminal Server under Debug:

Node 1 Telnet gate to rainmaker.wunderground.com port 23 on socket 1300

It locks then I use CTRL-] and <D> then this:

!TELGATE Error 38 sending on socket 1300
Node 1 Telnet gate to rainmakder.wunderground.com finished.


I hope this extra info gives you a clue...
