MAy be the reason, but I think in this case, it was for mutual aid. Now, All
three local police, fire, and first aid share the same freqs. Richmond,
Henrico, & Chesterfield, (The Tri Cities), all can communicte with each other
by radio now, and in the long run, that is a good solution for the cities, and
the public alike.
