Most hams are courteous on the air, but unfortunately, there are some who feel
that "rules are made to be broken". And, their actions make it difficult for
those on a particular frequency to carry on QSO's.
No ham has exclusive use to any frequency. I will post messages as soon as
possible on this topic.
