Ham Radio Operators are normally PROHIBITED from making ANY on the air
communications, in which they, or their employer, has a pecuniary or
monetary interest.
However, Title 47 of the Code Of Federal Regulations, Part 97.113,
Subpart A, Paragraph 3, allows ham radio operators to list ham radio
related equipment on the air...whether during a regular traffic net, or
a special "traders net". The listings are for ham radio related items
that they want to buy, sell, or trade...with the following stipulations:
1) The gear MUST be ham radio related, or used in the shack.
2) The listing of such activity must NOT be done on a "regular basis"
(i.e. multiple times a day). When I did local swap nets, I had no
problem with hams listing the same gear week after week...but, I *DID*
have a problem with those hams listing rotating sets of gear on a weekly
basis. The latter makes it appear "you are running a business on the air",
which is PROHIBITED in ham radio.
3) Prices can be mentioned on the air, but please take any "haggling" to
the landline, smartphone, or email.
4) Financial arrangements between the buyer and seller are THEIR OWN
RESPONSIBILITY.
5) Gear is assumed to be in good working order, unless otherwise noted.
Most ham radio operators won't give other hams "a bum steer". But, if
they won't let you "test" the gear at a hamfest, or elsewhere, before
you pay them for it, it's best that you decline the offer, and move on.
These are basically just trying to get rid of "a worthless boat anchor
door stop".
Note that I am working on preparing batchfiles for these message areas,
and it may take some time to get these posts going.
