I show stuff going to your system, but haven't really noted anything
coming in. Are the echoes just slow right now??
As for items here (The Flea Market), I think it'd be good to have a
disclaimer of sorts...sort of like when I was running "traders nets" on
ham radio.
Normally, ham radio operators are prohibited from making on the air
communications in which the operator has a pecuniary/monetary interest,
including on behalf of ones employer. Basically, they do things out of
the goodness of their hearts...that's one reason why it's called
"Amateur Radio".
There are 2 exceptions for that:
1) Volunteer Examiner (VE) Teams, who administer the license exams (and
have been doing so since 1984, when the Volunteer Examiner Coordinator
(VEC) program was created, because the FCC stopped giving exams), may be
reimbursed for "necessary and prudent expenses related to the exam
session". This includes things like exam session supplies, such as pens,
pencils, scratch paper, facility rental, etc.
VE's also traveling significant distances to help with an exam
session (a minimum of 3 properly accredited VE's are required, for the
session to take place), can receive a mileage reimbursement, depending
on the VEC they work with.
2) Amateur radio operators may list amateur radio related equipment that
they want to buy, sell, or trade, on various "swap nets", as per Part
97.113, Subpart A, paragraph 3...provided "such activity is not
conducted on a regular basis". This means "week after week after week".
Personally, I had no problems with an amateur radio operator listing the
same few items week after week...but, I did have problems with those who
"rotated out items"...that gives the appearance of running a business,
and pecuniary interest, which is prohibted by FCC rules.
Along that line, the following things were in order:
A) You can mention prices on the air, but any haggling/wheeling and
dealing, etc. should be taken to the phone (landline or cell) or email.
B) Financial arrangements were between the buyer and seller, and NOT Net
Control (the person running the traders net.
C) Gear listed was assumed to be "in good working order", unless
otherwise noted.
D) Each weeks listing superceded prior traffic...so, if the amateur
radio operator didn't re-list the items, it was assumed that previously
listed items had been sold, obtained, or were no longer wanted.
Now, since this echo isn't related to just amateur radio, the ham
radio deals don't apply, since the communications aren't going out "over
the air". However, I think some sort of disclaimer would be a good idea,
and as a result, that's something for the moderator to think about.
