Maybe circumstances arise that preclude buying equipment.

Maybe some people just want the challenge of taking the test (with some
notion of possibly getting on air at an open-ended time) and nothing more.

Many years ago I took a motorcycle driving course.  Less than $200 (I
think).  I had the chance to try at least 20 different bikes of all sizes.
I discovered which bike was the best fit for me.  But, I never ended up
buying a motorcycle of my own. I either borrowed other people's bikes,
rented, or took out test drives at dealers to relive the experience.  The
license is for life.  Now, in my almost feeble age I imagine that one day
I might still acquire a bike.

I have a family friend who is still a very active ham operator now in his
90's.  VE3IWY.  I *know* that he has been eager for me to get a license.
His collection of radio equipment is very interesting. We share many
interests in computer stuff. I know that he would have taken to packet
radio just for the experience had he learned about it sooner.
