Sure - Cyan for example was licensed a decade or more before me, and he didn't know about this allocation until I told him. And he'd been into packet etc. in the past. The addresses are just sitting there but nobody really promotes it or does anything with it.

As I understand it they have been giving out grants already. I only hope the money is wisely invested so they can keep on doing that basically forever.
