They didn't sell all of their allotment. only a portion.  You can request a block of IPs from AMPRNet https://wiki.ampr.org/wiki/Requesting_a_block

And they're not sitting on it, the money is being used to fund grants and scholorships https://www.ardc.net/apply/grants/
