Capitalists. Employers.
Quite often, if there is a conflict of rights, they will favour the minority
(the employers).
One person may be in control of 1000 jobs, and Americans will default to that
one persons "right" of association to be of higher value than the 1000 peoples
right to Freedom of Speech.
