It is how it is supposed to work. It is not a "waste of time", unless you don'tunderstand the system and misinterpret what is happening. Which I assume is thecase, based on your other comment, "the judge should be impeached for it". For
what? For doing his/her job the way it is supposed to be done, according to therules?  You might not like the system or the rules of that system, and that is
fine. Change the rules instead of the penalizing people for obeying the rules
as currently written.

Rule: judge must determine if evidence "suggests the accusation is likely to
have occured".
Judge: It is likely to have occured.
MRO: You are sandbagging and must be romeved!!

Tell me you have no clue without telling me you have no clue.
