This is actually very common. Depedning on the type of case and the charges,
the term is "preponderence of the evidence", and the "burden of proof" is not
"beyond a reasonable doubt".  If the burden needs to be beyond doubt, then the
only two answers are yes/no.  Otherwise (in about 80% of all cases), the burdenis lower and the ruling only needs to be it "likely happened".
