It does.  That said, there have also been times where TV networks call
things early (and incorrectly) or report things before the facts are actually
known.  That makes things sound worse than they really are.

I would have thought they'd learned their lesson after the 2000 election
but they apparently did not.

That is not to say there is not cheating going on, but that we need to keep
in mind that the source of information probably thinks it is more important
to be the first to tell us something rather than be the one that gets the
story accurate.
