AFAIK, it's pretty much meaningless legally. Any "fed" signing in for
legal reasons wouldn't need to follow that rule/exclusion, and anyone
that respected the rules might side with #1A would be excluded from any
conversation. It could even trigger unwanted attention if noticed.
It's mostly virtue signalling.
