 It's a ham radio term for someone who has poor on the air operating
habits.

 That could include such things as not following the directions of
the net control station, "quick keying" as soon as someone else unkeys,
where no one else can get a word in edgewise (which can end up causing
the repeater to "time out, and shut down"), failing to identify ones
station every 10 minutes and when they sign off ("This is [CALLSIGN]"),
etc.

 There are 3 "instruments" that are "used" to discipline these poor
operators...the Wouff Hong, the Rettysnitch, and the Ugerumph. Once
you see these, you can imagine the torture that can be inflicted. :P

 With "The Royal Order Of The Wouff Hong", it's a "secret society"
for ham radio operators that are paid up members of the American
Radio Relay League (ARRL). There are no dues or politics...and there
is nothing degrading or vulgar with the ceremony...although one does
a lot of laughing...and participants get a very nice certificate.

 In the "Ham Radio Glossary" postings, when it gets to "W", it has a
deal on The Wouff Hong. I likely will have to modify the files to add
the mention of the Rettysnitch and the Ugerumph.

 I'll have to put a picture of all 3 of those in the ham radio files
area over here.
