NEWSLINE HONORS YOUNG HAM OF THE YEAR DHRUV REBBA KC9ZJX
PAUL/ANCHOR: Our top story this week is all about Amateur Radio Newsline's
Young Ham of the Year, honored this month at the Huntsville Alabama,
Hamfest. Here's Don Wilbanks, AE5DW:
DON: "Let me tell you about this year's Young Ham Of The Year. His name is
Dhruv Rebba, and his callsign is Kilo Charlie 9 Zulu Juliet X-ray."
With those words, the 2019 presentation of the Bill Pasternak WA6ITF
Memorial Young Ham Of The Year Award was on. There is not enough time to
tell you all of 15 year old Dhruv's accomplishments, as the nominating
packet was 35 pages long. Take my word, Dhruv Rebba is an amazing young
radio amateur. He's also quite humble, and a person of few words.
DHRUV: "I'd like to thank the Huntsville Hamfest, and Amateur Radio
Newsline for the award. And I would especially like to thank my parents,
and everyone who has supported me on my journey so far. Thank you."
DON: And what a journey! CQ editor and award judge Rich Moseson, W2VU,
with some of his remarks about what made Dhruv stand out.
RICH: "This year was particularly difficult, and such a pleasure, because
we have had so many nominees who are so very clearly qualified, each one
of them, it was a very difficult choice for all of us on the committee to
make. Dhruv stood out, to me at least, not only for what he's done, but
the breadth of it.
Not only has he facilitated one Amateur Radio On The International Space
Station contact, but two. Not only has he promoted Amateur Radio to young
people here in the United States, but in India as well. And now. he's
looking to go even farther, to go to the moon with the Gateway Project.
Those of you who are old enough to remember the movie "2001: A Space
Odyssey," the opening scene of that movie is a bunch of people on a
transit station in orbit around the moon, waiting for space ships to come
pick them up to go to other places including the moon. That's what the
Gateway Project really is in real life, a small space station orbiting
the moon as a transit point, and ham radio is going to be part of that.
Dhruv is part of the effort to make that happen."

activities.

CONFERENCE PREP MEETING TAKES ON 2 MAJOR CONTROVERSIES
PAUL/ANCHOR: All eyes are on a gathering about to take place in Turkey
where some controversial proposals affecting amateur radio are on the
table. Ed Durrant, DD5LP, has been following this story.
ED: The European Conference of Postal and Telecommunications
Administrations, or CEPT, Conference Preparatory Group, or CPG, will
hold its final meeting on August the 26th, to prepare for the World
Radiocommunication Conference 2019. Two of the most controversial
issues to be discussed are expected to have an impact on the agenda
being set in advance of the world conference in 2023. The French have
proposed that amateurs be reduced to be secondary users of 2 metres,
which would then become primarily used for aeronautical systems. A
number of societies under the IARU have pushed back against this. The
IARU is also asking its member societies to find a way to resolve
conflicts between amateur radio and Galileo GPS navigation system use
of the 23cm band in Europe. The issues have occurred within the Galileo
sub-band of 1260 to 1300 MHz. The IARU believes a resolution is best
achieved through a study by the CEPT, and not as part of the WRC-23
agenda.
The European Common Proposal for WRC-19 also includes an optional item
to establish primary access on a national basis for amateur radio to
part of the 50 MHz (6 metres) band.
The meeting will open on August 26th in Ankara, Turkey, and conclude
on the 30th.
