  A local entrepreneur, the former owner of the Grand Chevrolet in
  Glendora who hid from the FBI for decades, now faces 79 years in prison
  and more than $6 million in fines after pleading guilty to bank fraud.
  Eminiano “Jun” Reodica, who was a one-time hero in the local Filipino
  community, was awaiting a sentencing hearing set for Dec. 5 before U.S.
  District Judge S. James Otero.

  But in a bizarre twist, Reodica Jr., 71, is now attempting to withdraw
  his guilty plea, with the intent of filing a petition for a jury trial.

  In a declaration filed with the court, Reodica cited numerous reasons
  for withdrawing his plea, including racial discrimination by the
  government and the ending of a statute of limitations on his crimes. He
  also claims the case is a civil matter, not a criminal one.

  “Theoretically, the judge could grant the motion, but a number of
  things would have to happen,” said Thom Mrozek, spokesman for the U.S.
  Attorney’s Office in Los Angeles.

  Reodica’s story began in the early 1980s, when the former restaurant
  busboy opened a car dealership in Glendora, which later grew into 25
  dealerships and the third-largest auto sales company in the United
  States. In 1988, his business empire — touted by Newsweek and the Wall
  Street Journal as one of the leading car dealers helping minorities buy
  cars and get a car loans — fell apart.

  Investigators gathered evidence of credit fraud amounting to $70
  million, which led to the shuttering of dealerships and hundreds of
  employees losing their jobs. In August 1988, the car dealerships were
  placed under the protection of Chapter 11 federal bankruptcy laws and
  Reodica reportedly fled for the Philippines.

  Many Filipino-Americans had invested in his businesses, some emptying
  retirement accounts or borrowing from banks to invest with a fellow
  countryman whom they trusted, according to numerous accounts reported
  in the San Gabriel Valley Tribune between 1988 and 1995.

  Reodica was a friend of former Philippine President Fidel Ramos.
  Reodica entertained Ramos, then the defense chief for the country, at
  the Glendora car dealership just months before fleeing the country.
  Reodica also was a member of the Economic Development Corp. of Los
  Angeles.

  Reodica pleaded guilty to defrauding and lying to five banks, including
  Union Bank, Imperial Savings, First Los Angeles Bank, Manilabank and
  First Central Bank, from 1984 to 1988, bringing nearly $50 million in
  losses to the banks, according to the FBI.

  Imperial Savings & Loan in San Diego, one of Grand Chevrolet’s largest
  creditors, failed several years later partly due to the collapse of
  Reodica’s car dealerships and financial services companies.

  The indictment, handed down by a grand jury in 1994, said Reodica would
  promise the same car contract as collateral to two banks at the same
  time. The scheme involved getting employees to forge customer
  signatures on car contracts, then promising the forged contract to a
  second bank, the authorities said.

  In his plea, Reodica also admitted to hiding from the banks that
  customers were behind in their car payments to maintain his customer’s
  credit lines and cover up delinquency rates. In order to stop his
  businesses from hemorrhaging cash, he ordered his employees to sign for
  car loans for cars they were not really buying, funneling the money
  back into his business.

  Before he fled the country in 1988, signed documents showed he had
  $29.4 million in personal assets, this newspaper reported in an
  investigative report in 1995. The news article, quoting from a 1987 tax
  document, found that he granted himself bonuses of $588,3000 that year.

  The always-smiling businessman, who once said his Glendora Chevy
  dealership would be the biggest in the world, was a fugitive for 24
  years, until he was picked up on Nov. 28, 2012, by Customs and Border
  Protection agents while on a layover at Los Angeles International
  Airport. He was traveling from Australia to Vancouver to attend the
  wedding of his youngest step-daughter, according to court transcripts.

  Reodica, who went by the name of Roberto Abrian Coscolluela, Jr., had
  been living in Australia for most of the time he was wanted by the FBI.
  There, he apparently met and married his second wife, who was a widow
  “due to an unfortunate violence that befell her ex-husband,” Reodica
  wrote in his declaration of April 30, adding they have been happily
  married for more than 25 years.

  The declaration said he found work in Australia selling life insurance,
  running a Thai and Filipino restaurant and as a bookkeeper. The
  declaration states: “He was practicing these profession in a very
  public manner and attained success in his ventures.”

  His attorney, Karen Goldstein, did not return calls for comment.

  The U.S. Attorney’s Office convinced a judge that Reodica, also known
  as Coscolluela, would be a flight risk and should remain in custody
  until his case was concluded. He has remained behind bars at the
  Metropolitan Detention Center in downtown Los Angeles since he
  re-entered the country, records show. Reodica objected and said he
  should be given a chance to prove that he was not at any time a
  fugitive from justice.

  “He had been a wanted man for many years. He was detained and held
  without bond,” Mrozek said on Wednesday.
