If you hold down F8 and select "advanced options", there's a feature
to do a fresh install, move your Windows folder, and remove any
programs that weren't part of the original install. All data stays
intact.

It provides a list of the programs removed.

After upgrading from Windows 7 to 10, I had all sorts of problems --
Explorer wouldn't always start, permissions issues on files in my
profile, and random hangs.

All went away when I did the refresh, or whatever they called it.
