TZSet (freeware, open source) has been updated to version 08. This update is a
minor cosmetic change. It can be fetched from

TZset is a utility that sets the time zone field in OS/2's internal DATETIME
structure that can be queried by other software. (Development of the System
Clock object apparently never got to the point of time zone setting.) It also
keeps track of when summer time starts and ends, and updates the time zone on
those events.
