Apparently the head gaffer was there and said the person who handed the gun to Alec Baldwin should have checked the gun. In answer to your question Yes you can tell blanks from live rounds as blanks have no bullet in the end of the casing. Now here is rub, firing blanks can be as dangerous as firing a live round. When the blank fires it opens the end of the casing and the hot gas is ejected out the end of the barrel. There can be shrapnel from the casing also ejected and the hot cases do have a concussive effect an actor on a set in 1984 was goofing around with his prop weapon stuck it to his temple and pulled the trigger. The concussion from the blank fractured his skull and he died 5 days later in a hospital.

Again let's wait to see what the official report says and go from there.
