I've been working a lot with the Radius source code, and I can assure you
that it does NOT use the INA flag for any useful information.
It tries to resort to that flag if every other internet flag is failing
(usually failing that too), but then I don't think you can call it actually
using it?
Maybe I should ask how many nodes have just the INA flag and no other IP
related flag?
