The Rusians do when they write in CP 866. 0x8D is the Cyrilic character ''.
(Looks like 'H' and is pronounced as 'N'). 0x8D allso appears in some well
formed UTF-8 sequences.
Modern decent software ignores the archaic use of the soft return and treats
0x8D as a printable character or as part of a multi byte printable character.
Or at least has an option to do so. Today the majority of Fidonet messages is
written in Cyrillic and the users of that language get very annoyed at softare
treating 0x8D the archaic way.
