Not written in the FTA, but it is what has been done in practice.

During my tenure as a FTSC member, the administrator controlled the work flow,
deciding which standard or proposal would be tackled next.  Some valid
proposals were simply ignored, while other ideas (proposed by the chair) were
put on top of the list.  The Chair also edited and hatched the documents,
giving him the final word in regards to the content of the work.  Even proposed
changes like spelling and punctuation were ignored if they were not agreeable
to the administrator.  I hope to draw out a sense of willingness of the
candidates to listen to other people's ideas and not be a dictator.
