The only thing I spotted there was a mis-match with the semaphore directories.

The security settings are only relevant to how you want the echoes to be shared
with other nodes and points.  Bob's ought to be the highest as he is your
uplink.  Any other nodes' levels can be set at anything you like (at a lower
level), and match the levels set for -each- echo in the manager.  You would end
up with a situation where Bob is the only who can send new echoes to you,
whereas other nodes and points can send & receive mail only.
