Addressing your points/questions:

This is now the situation for most sysops.  However as wcNavigator runs
well via TCP/IP and many sysops still have customers connecting over the
Internet using Navigator for either general BBS access and/or to play the
wcCasino games.

You can use wcBASIC/WCT to aid in the creation of a Mobile Friendly
website, but not as a development language on a Mobile device OS.
