I know what you mean, and I haven't figured that one out.  It has something to
do with the symbolic key mapping.  It seems to default to "positional" even
though it's set to symbolic, which means the keyboard pretends it's a real PET
keyboard.

It seems to be platform specific to make things worse...I have built Vice on
Linux and FreeBSD and had a different result each time.

At the very least the C64/128 emulator seems to get the keymap right.

I need to give the MAME/MESS version a try however.
