I use a special VM that allows me to run Win 3.x programs natively in 64-bit Windows 10.  It's called "otvdm".

I've run several Win16 programs nicely with otvdm.

ArcaOS not only has Win 3.1 built-in but has a lot of Linux commands built into it also ... something Windows still doesn't have and WSL doesn't count.
