Romance of the Three Kingdoms is a very long running series based on a book
by the same name based on the Three Kingdoms Period in Ancient China.  The
Three Kingdoms Period starts off with the Yellow Turban Rebellion that
becomes the catalyst for the fall of the Han Dynasty all the way up to the
unification of China by the Jin Dynasty.  This game is a strategy game and is
mostly menu driven.  What it lacks in graphics and action, it makes up in
strategy and planning.  This is the tenth game of the series and is more like
RoTK 8 than RoTK 9 in the fact that you don’t have to play as a ruler.
However, certain elements of RoTK 9 are included in RoTK X.

forgot I had started this.  I’m posting this incomplete guide for now.

| II. New Game                                                              |
X---------------------------------------------------------------------------X

The objective of the game is simple:  Unify China.  That is what every force
in the game is striving for.  However, whether or not you choose this mission
is up to you.  You can build up your money and just complete quests until
someone else conquers China or you can be an officer under the force that
does conquer China.  However, there are two ways for a game to end:

1.  A force conquers China.

2.  You die and have no one that can carry on your legacy.

Your force does not have to be the one who conquers China for the game to
end.  In fact, you don’t even have to be a member of any force for the game
to end.  The ending you get is dependant on the stats of your character and
your rank.  If you were a free officer at the time someone conquered China,
you are just a witness to the conquering.  However, if you are the one who
conquers China, the ending talks about your kingdom and it’s legacy in
history.

When you start a new game, you have the ability to play as any officer, one
of the recommended officers, or take the personality test to have the game
pick a character based on the answers you give to the various questions
asked.  Each officer is different.  They have different stats, different
ranks, different life spans, and different relationships with other people.

There are multiple types of officers in this game.  They are based on the
rank they are given.  This rank determines what you are able to do and how
much power you wield.  It also determines the duties you must perform and how
much responsibility you hold.  The ranks are as follows:

Sovereign
---------

This is the ruler of a force or a kingdom.  As a sovereign, you control, for
the most part, your entire kingdom.  You have the ability to give commands to
anyone as you see fit.  You can move people from anywhere you want.  You
answer to no one and everyone does their best to cater to your whims.
However, with great power comes great responsibility.  Your kingdom will not
just run itself.  You have duties you must give to your subjects.  You must
make sure the people you put into power are doing their jobs.  While, for the
most part, you can allow your prefects and viceroys do most of the dirty
work, you must monitor their situation.  You control what goes on within the
city you are in and within the cities that don’t have viceroys or prefects in
them.  After all, you’re not the only one trying to take over China.

Viceroy
-------

When you are a viceroy, you have been giving a small part of a force or a
kingdom to rule over.  The only person you answer to is the sovereign
himself.  Normally, your responsibilities involve using your territory to
take another territory or force.  You control multiple kingdoms and have the
ability to assign people as prefects to the territories inside your kingdom.
You can request more officers or request to redistrict your land, but the
sovereign must say yes first.  You control the city you are in and the cities
that don’t have prefects that are in your territory.  You watch over the
prefects in the other cities in your territory.  Basically, you have the
responsibilities and some of the powers of a sovereign, but you serve someone
else.

Prefect
-------

This is like being the mayor of a city.  You control the city and its day to
day life.  You either answer to your sovereign or to the viceroy of your
territory, if there is one.  You tell the officers inside the city you
control what to do.  The sovereign or the viceroy gives you a goal that you
strive to accomplish.  Prefects have fewer responsibilities than a sovereign
or a viceroy, but they also have to make sure the people within their cities
are working to make the city grow and prosper.

Vassal
------

This is what the majority of the officers in the game are.  They serve a
ruler and carry out orders for the every day growth of the cities.  You are
assigned work inside the counsel and carry them out.  You are the errand boy.
You can either be a diligent worker and gain fame and rank or strive to move
up the ladder or you can slack off and hang out in the tavern, make money
doing quests, and just drink wine with some of your closest friends.

Free
----

A free officer serves no one.  You are a wanderer.  You are a ronin.  You
have no master.  However, that doesn’t mean you have to serve someone.  You
can run quests in the tavern or you can wander from city to city and enjoy
the sites and make friends.  You can also find someone to serve and work
under.  The choice is yours.  You can also build up a private army and use
that army to take over a city.  You can even take over a city that already
has a force controlling it, if you can defeat the army inside of it that is.

Rogue
-----

Rogue officers are a special type of officers.  You can either be a rogue
leader or a rogue follower.  When you are within a rogue band, you travel the
lands trying to find a city to settle.  You are like a traveling kingdom with
no home.  You can build up your army and convince other people to join your
traveling band of rogues.  You can either try to take an empty city or take a
city that already has a force within it.  If you choose to take an empty
city, very little resistance is put up.  However, if you choose to take a
city with a force already in it, you must defeat the army that is inside the
city.  Once you take over a city, you become a force.  The leader of the
rogue band becomes a sovereign and the followers of the rogue band become
vassals.

| 1b. Opening Menus                                                         |

To start a new game as any officer, you must first choose the scenario you
want.  There are 8 regular scenarios and 1 special scenario that isn’t
available from the start unless you have a Dynasty Warriors 5 or a Romance of
the Three Kingdoms 9 save on memory card.  However, if you don’t have one of
those game saves, you can unlock the special scenario by beating the game
once with anyone.

After you’ve chosen which time period you want to play in, it’s time to
choose your officer.  You can upload created officers to the scenario if you
want.  After you’ve chosen who you want to play as, the next screen allows
you to adjust the settings of your game, like the difficulty and the sound.
Everything is self explanatory except for three things:  Mode, Events and the
question mark.  If you choose to play in Historical mode, officers will act,
for the most part, like they did in history and historic events will occur in
the game if the requirements for the event are met.  These events will
continue to occur until something breaks a requirement, such as you or the
computer taking a city that didn’t historically happen.  These events can be
simple as a council meeting where nothing happens to something groundbreaking
such as a new force being created out of thin air or a force being destroyed
without a battle.  Turning off events will just keep the officers acting like
they did in history without any of the historical events happening.  Turning
on Fictional mode will let the AI play without any historical restrictions.

The question mark is unlocked when you beat Scenario 9, the special scenario.
It gives you the option to turn life extensions on or off.  Turning on life
extensions will allow people with historically short life spans, such as Sun
Ce and Zhou Yu, to live longer while keeping it off will keep the default
life spans.

Now that the opening menus have been passed, we shall now move onto how the
game is played.

| 2. City Life – Facilities and Menus                                       |

The majority of your time will be spent inside the city.  Each city has
similar areas to visit, such as the Castle and the Tavern.  However, each
city also has three facilities that are specific to that city.  One city may
have a Bazaar while another city may have an Observatory.  Each facility,
except for the Castle and your Home, has the Interact command and the Observe
command.  These commands are described below.  The facilities and other
commands in them are explained in their sections.

Interact
--------

This command allows you to talk to other officers that are at the same
facility that are you at.  You must choose which officer you want to interact
with.  You can only interact with a certain officer once per day.  The
Interact command has the following sub commands:

Information:  This shows the information on the officer you are interacting
with.  This does not use up your one interaction per day for that officer.

Talk:  This allows you to hold a conversation with the officer.  The officer
will either talk to you or not talk to you.  If the officer does talk to you
back, the relationship between you and him will improve.  If your
relationship is close with the officer, you might be asked to Duel or Debate.

Gift:  This allows you to give an item to the officer.  In order to do this,
you must have at least one item.  The item you give will be given to the
other officer, but this improves relationships faster than talk.  Also, if
you give a subordinate officer an item, his loyalty towards you will increase
along with friendship.

Drink:  This allows you to drink with the officer.  In order to do this, you
must have a wine item.  When you perform this action, the item will be lost
forever.  While drinking was not restricted in Ancient China, apparently, if
you’re officer is under 20 years old, you cannot drink with someone.
Otherwise, MADD will call the cops on you, put your officer in jail, and
confiscate your game.

Learn:  You can only do this when your relationship with the officer is
Trusted or above.  When you learn from someone, the experience for the stat
you pick will go up.  You can also learn skills from other officers if they
have the skill and you can learn it.  There is more about learning later in
the guide.

Employ:  Only Sovereigns, Viceroys, and Prefects can do this action.  A
Vassal can also do this, but only if he has an order to employ someone or
have the Hero skill.  This will attempt to ask the person to join your force.
If the person is a Viceroy or a Prefect and they agree to join your force,
the city they control also joins your force.  Sovereigns cannot be employed.

Conspire:  Only Sovereigns, Viceroys, and Prefects can do this action.  A
Vassal can also do this, but only if he has an order to conspire with someone
or have the Warlord skill.  Also, this action cannot be performed on Free
officers.  This will ask the person to defect to your force in battle.  This
promise will last for 12 months.  Troop commanders cannot defect in battle.

Diagnose:  This may only be used if you have the Doctor skill and if the
officer is sick or wounded.  This will heal the officer.

Observe
-------

This will allow you to talk to townspeople inside the facility.  If there is
an undiscovered free officer at the facility, the Observe command will
discover him and allow you to interact with him.

| 2a. Castle – Council                                                      |
X---------------------------------------------------------------------------X

The Castle section is divided up into two parts:  Council and Other.  That’s
because the Council has a lot of menus and is a big part of the game.  In
this section, at first, I’m not going to go over everything.  I’m going to
explain the parts of the Council that are not self explanatory or parts that
will be explained in another section.  In later updates, I will expand this
section to include all commands.  All commands in this section can be
executed by a Sovereign, Viceroy, and Prefect and requested by a Vassal and
only in your home city unless otherwise noted differently.

You can only enter the Castle of a city if there is a Prefect or higher
controlling the city.  Otherwise, it is grayed out.

-----
March
-----

The March section is about attacking other cities and preparing to attack
other cities.

Battle:  Orders an attack on another forces city, base, or troop.  The rank
of the commander determines how many units can be deployed and the rank of
the officers inside the troop determines how many units he can command.  The
basics of battle are explained in Section 4 of this guide.

Build:  Orders a structure to be built on a base.  You can build a camp or a
maze on an empty base, but a maze can only be built if the officer deployed
has the Maze skill.  A camp can be upgraded into an outpost, which can be
upgraded into a fort.  The effects of these structures are described in
Section 3 of this guide, which is about the World Map.  The cost of each
structure is as follows:
Maze:  1000
Camp:  1500
Outpost:  2000
Fort:  3000

Transport:  Orders a transport of gold, food, or units to another city.  A
transport can only follow roads and cannot pass through another city
controlled by another non-allied force.  A Sovereign can order a transport
from any of his cities.  A Viceroy can order a transport from any of the
cities he controls.  A Prefect and a Vassal can only transport good from his
home city to another city.

Campaign:  Orders a campaign on a territory.  If there are multiple forces in
the territory, then you can try to negotiate alliances with other forces.
Campaigns may only be initiated by a force with a Sovereign at the rank of
Grand General or higher.  After calling for the campaign, you can organize
your side of the campaign by requesting reinforcements from the cities you
control.  Campaigns are explained more in depth in Section 5 of this guide.

Rogue:  Abandons all your cities and turns your force into a Rogue force.
Only a Sovereign may use this command.  When using this command, you can keep
up to ten of your units inside your home city and have all the officers
inside your main city join you.

Personal
--------

Personal is mostly dealing with free officers, but it does include the
command to cancel the current orders of an officer.

Search:  Orders a search for undiscovered free officers.  During a search,
you have the opportunity to try to employ any officers you find.  To perform
a search, you must perform the Observe command at each facility until an
officer is found.

Employ:  Orders the hiring of a free officer in your territory or an officer
in another force that is personally known or inside an inspected city.  Free
officers may only be employed in cities controlled by your force.  For an
already employed officer, the lower the loyalty, the higher the chances for
success.

Return:  Orders the cancellation of an officer’s current order and have them
return back to their home city.  Only Sovereigns, Viceroys, and Prefects may
use this command.

----------
Discipline
----------

Discipline deals with loyalty.  Loyalty is very important to keep up, as it
stops people from defecting to other forces.

Reward (Gold):  Gives 100 gold to an officer to increase their loyalty.  Only
Sovereigns, Viceroys, and Prefects may use this command.  Sovereigns can
reward any of his officers.  Viceroys may only reward those officers inside
his district.  Prefects may only reward any officers inside his city.

Award (Item):  Gives an item to an officer to increase his loyalty.  You must
have an item in order to use this command.  Only Sovereigns, Viceroys, and
Prefects may use this command.  Sovereigns can award any of his officers.
Viceroys may only award those officers inside his district.  Prefects may
only award any officers inside his city.

Confiscate:  Takes an item away from an officer and puts it in your own
inventory.  Only Sovereigns, Viceroys, and Prefects may use this command.
This lowers loyalty and friendship towards the person using this action.
Sovereigns can confiscate any item from any of his officers.  Viceroys may
only confiscate items from those officers inside his district.  Prefects may
only confiscate items from any officers inside his city.

Banish:  Removes an officer from your force and makes him a free officer.
Only Sovereigns may use this action.  This will lower the friendship between
the person using this command and the person banished.

Appoint
-------

Appoint has mostly commands that deal with city management.

Appoint Prefect:  Orders an officer to become the new prefect of a city.
Only officers with a rank of 5 or above may become a prefect.  Only
Sovereigns and Viceroys may use this command.  Sovereigns may appoint a
prefect for any city that is not in a district.  Viceroys may appoint a
prefect for any city within their district.

Order Transfer:  Orders an officer to change their home city and move.  Only
Sovereigns and Viceroys may use this command.  Sovereigns may transfer
officers for any city in their force, while Viceroys may only transfer
officers within their district.

Request Transfer:  Requests a home city transfer for a vassal.  Only
Viceroys, Prefects, and Vassals may use this command and it can be rejected
by the Sovereign of the force.  Viceroys can request a transfer of anyone
from anywhere within the force.  Prefects can only request a transfer from
another city within their district.  Vassals may request a transfer of only
themselves to any city within their force.

Transfer Govt:  Orders all officers within one city to move to another.  Only
Sovereigns, Viceroys, and Prefects may use this command.  Sovereigns can
transfer governments to any city not districted.  Viceroys may transfer
governments within their district.  Prefects can request to transfer their
government to another city within their district, but it can be rejected by
the Sovereign.

City Policy:  Orders a city to have a policy they must strive to reach.  The
orders you can give out are Capture City, Domestic, and Auto.  When you set
the policy to Capture City, you must specify a target city that is not a part
of your force.  For Domestic, you can pick any or all of the following
targets:  Farm, Trade, Tech, Defense.  Auto means that the prefect of that
city can choose what the city does.  Only Sovereigns and Viceroys may use
this command.  Sovereigns can set the policy for any city that is not in a
district.  Viceroys can set the policy for any city that is within their
district.

--------
District
--------

District is a very important section for Sovereigns, as it delegates
responsibility to other officers and is handy for conquering the land.  A
good Viceroy can conquer most of China by himself with the right resources.

Establish:  Orders the formation of a new district, leaving all the governing
of that district to the Viceroy.  Only a Prefect with a rank of 2 or higher
may become a Viceroy.  Also, your force must include at least two cities.
Only Sovereigns may use this command.

Edit:  Orders a change for already formed districts by adding cities,
subtracting cities, or completely disbanding districts.  Only Sovereigns and
Viceroys may use this command, however, a Viceroy can only request the
editing of the current districts and is subject to approval or rejection by
the Sovereign.

Policy:  Order a new policy for a district that the district must strive for.
Only a Sovereign may use this command.  The policies that may be given out to
districts are.

| 2b. Castle – Other                                                        |
X---------------------------------------------------------------------------X

These are all the commands that are in the castle that are not in the
Counsel.  This is everything else that deals with government that does not
require the Counsel.

----------
Deliberate
----------

Deliberate allows you to listen to the petitions of the townspeople.  These
petitions can either succeed or fail and most of the time and they cost money
or food to complete if you accept them.  If you decline a petition, your Fame
will take a hit.  Sometimes, it’s a good chunk of your money or food that can
be at risk.  If you allow your petitions to exceed ten, the Order within your
city will drop.  The max for petitions is 20.  Only Sovereigns, Viceroys, and
Prefects may deliberate and only in their home city.

A list of petitions will come with future updates.

Vault
-----

Vault is the command to withdraw or deposit money into the city gold of your
home city.  Only Sovereigns, Viceroys, and Prefects have access to the Vault
commands.

Withdraw:  Takes money out of the city’s gold and puts it into your personal
gold.

Deposit:  Takes money out of your personal gold and puts it into the city’s
gold.

Betray
------

Betray allows you to perform a coup against your Sovereign and try to take a
city or cities away from him.

Revolt:  Incites a revolt and takes over the district or city as a new force.
Only Viceroys, Prefects, and Vassals may use this command.  A revolting
Viceroy takes all the cities in the district and creates a new force with
them.  A Prefect revolting takes over the city that he’s the prefect of and
creates a new force with that.  A Vassal can revolt in his home city, but it
has a chance of failing.  Other officers within the district or city may join
you depending on loyalty and friendship.

Defect:  Defects to another force, taking the home city with you to that
force.  Only Viceroys and Prefects may use this command and it has a chance
of failing.

Visit
-----

Visit allows you to interact with officers within the Castle.  The Visit
command will only appear if there is a Prefect or higher controlling the
city.  Visiting someone will allow you to Interact with them.  Interact is
explained in the opening of Section 2.

Serve
-----

Serve is a command that can only be used by a Free officer and can only be
used within a city that is controlled by a force and has a Prefect or higher
controlling the city.  Serve allows you to join the force of the city,
pending the approval of the Sovereign.  Ability, Fame, and the relationship
you have with the Sovereign all affect if your petition to serve is accepted
or rejected.

Diplomacy
---------

Diplomacy commands may only be used at another forces city and only the city
that has the Sovereign of the force in it.  They are commands that are used
to interact with other forces.

Donate:  Gives 1000 gold to another force in order to improve relationships
with that force.  This command can only be used by a Sovereign or a Viceroy.
It also can be requested by a Vassal.  It can only be done to a force that is
either neutral or allied with your force.

Reconcile:  Gives 5000 gold to another force in order to improve a rival
relationship to a neutral one.  If accepted, all attacks that were currently
being performed are recalled.  This command can only be used by a Sovereign
or a Viceroy.  It also can be requested by a Vassal.  Also, you could be
required to win a debate with one of the other forces officers in order for
the offer to be accepted.

Alliance:  Offers an alliance between two forces.  Allies cannot attack each
other, but they can pass freely through each other’s territory and ask for
reinforcements from each other.  This command can only be used by a
Sovereign.  It also can be requested by a Vassal.  Also, you could be
required to win a debate with one of the other forces officers in order for
the offer to be accepted.  Also, this can only be used if the other force has
a friendly or trusted relationship.

Discard:  Cancels the alliance or dependency between your force and the other
force.  This hurts relationships between the two forces.  The superior force
in the dependency cannot discard the dependant force.  This command can only
be used by a Sovereign.  It also can be requested by a Vassal.  Also, you
could be required to win a debate with one of the other forces officers in
order for the offer to be accepted.

Solicit:  Ask another force to either become dependant on you or, if they are
already dependant on you, ask them to surrender and become a part of your
force.  A dependant force is like an alliance, except that they give 10% of
the gold they make to your force.  Also, you can unify China if China is
split between you and the dependant force.  This command can only be used by
a Sovereign or a Viceroy.  It also can be requested by a Vassal.  Also, you
could be required to win a debate with one of the other forces officers in
order for the offer to be accepted.  Also, this can only be used if the other
force has a trusted relationship with your force.

Submit:  Asks another force to allow your force to become a dependant force
of their force (and may the force be with you if you can understand all that
force talk).  If you are already a dependant force, Submit will cause your
force to be destroyed and become a part of the superior force.  This command
can only be used by a Sovereign.  It also can be requested by a Vassal.
Also, you must have an average relationship or better with the other force
(and probably, someone is going to use hostile force against me for that last
force joke ~_~).

| 2c. Farmland                                                              |
X---------------------------------------------------------------------------X

The Farmland is very important because it provides food.  Food is important
because your armies must eat.  If you run out of food, your soldiers will
desert your army.  Your city gets food at the start of every July.  Other
than the standard Interact and Observe, there is only one other command here.

----
Farm
----

Farm increases the Farm stat of your city.  You can spend 100, 200, 300, 400,
or 500 gold on farming.  If you have the Farm ability, you can spend 10, 20,
30, 40, or 50 days on farming.  Farming for 50 days is better than farming
for 10 days, but farming for 10 days with 500 gold is better than farming for
50 days with 100 gold.  Farming for 50 days with 500 gold produces the best
results.  Also, this lowers the order of the city.

| 2d. Market                                                                |
X---------------------------------------------------------------------------X

The Market is where your city makes money.  The higher the Trade stat is, the
more money your city makes.  The city makes money on the first of January,
April, July, and October.  Also, the Market is where you can buy and sell
food.  However, unlike RoTK8, you cannot buy items at the Market.  Besides
the standard Interact and Observe, there are other commands here.

Trade
-----

Trade increases the Trade stat of your city.  You can spend 100, 200, 300,
400, or 500 gold on trade.  If you have the Trade ability, you can spend 10,
20, 30, 40, or 50 days on trade.  Trading for 50 days is better than trading
for 10 days, but trading for 10 days with 500 gold is better than trading for
50 days with 100 gold.  Trading for 50 days with 500 gold produces the best
results.  Also, this lowers the order of the city.

Buy Food
--------

Buy Food uses the city’s money to increase the food supply for the city.
Only Sovereigns, Viceroys, and Prefects may use this command.  The price of
food changes from month to month.  You can tell if you need food if your food
counter turns red.  That means you do not have enough food to last you until
the next harvest.

---------
Sell Food
---------

Sell Food takes the city’s food to increase the city’s money.  Only
Sovereigns, Viceroys, and Prefects may use this command.  The price for the
food changes from month to month.

The Blacksmith is where you can raise your Tech level for your city.  This is
extremely important because if you max out your Tech level, you can expand
your city.  Expanding the city may not seem like much at first, but it raises
the caps on all your domestic stats, increases the number of units the city
can hold, and adds another facility to your city.  Along with Interact and
Observe, there is just one other command here.

Tech
----

Tech increases the Tech stat of your city.  You can spend 100, 200, 300, 400,
or 500 gold on tech.  If you have the Tech ability, you can spend 10, 20, 30,
40, or 50 days on tech.  Improving tech for 50 days is better than improving
tech for 10 days, but improving tech for 10 days with 500 gold is better than
improving tech for 50 days with 100 gold.  Improving tech for 50 days with
500 gold produces the best results.  Also, this lowers the order of the city.

The Gate is where you can build up your defenses and expand your city.
Building up the defense is important for battles, as your gate’s defense can
mean the difference between winning and losing.  There are three commands you
can use here other than Interact and Observe.

Repair
------

Repair increases the Defense stat of your city.  You can spend 100, 200, 300,
400, or 500 gold on repairing.  If you have the Repair ability, you can spend
10, 20, 30, 40, or 50 days on repairing.  Repairing for 50 days is better
than repairing for 10 days, but repairing for 10 days with 500 gold is better
than repairing for 50 days with 100 gold.  Repairing for 50 days with 500
gold produces the best results.  Also, this lowers the order of the city.

Expand
------

Expand makes the city you are currently in bigger.  Expanding will increase
the max population, increase the max for each domestic stat, adds another
facility to your city, and increases the number of units your city can hold
by five.  You can only use the Expand command when your city’s tech stat is
maxed out.  This requires 60 days of waiting in order to expand and can only
be performed by a Sovereign, Viceroy, Prefect, or Vassal by request.  The
following are the amounts required to expand from size to size:
Small to Medium:  5000
Medium to Large:  10000
Large to Extra Large:  50000

Destroy
-------

Destroy is a command used at a city that is not of your force.  When you use
the destroy command, you attempt to lower the defense rating of the city you
are in.  This command has a chance of succeeding or failing and requires 100
gold and a ten day waiting period.  This can only be done by a Sovereign,
Viceroy, or Prefect.  Also, a Vassal can do this if he is requested to do so
or has the Warlord command.  A Free officer can also use this command if he
has the Warlord command.

| 2g. Guardhouse                                                            |
X---------------------------------------------------------------------------X

The Guardhouse is where the law and order is kept, as can be seen with the
guy tied up in the background of the Guardhouse.  Order is very important.
Low order will lead to your civilians rebelling, which hurts the stats of the
city, especially at tax and harvest time, and can cause your own city to turn
against you in battle.  Order goes down whenever you Farm, Trade, Tech, or
Repair, so keep a close eye on this stat.  Plus, if you use the Order
command, you can catch spies that are inside your city from other forces.
There are three commands to use here other than Interact and Observe.

Order

Order increases the Order stat of your city.  You can spend 100, 200, 300,
400, or 500 gold on patrolling.  If you have the Order ability, you can spend
10, 20, 30, 40, or 50 days on patrolling.  Patrolling for 50 days is better
than patrolling for 10 days, but patrolling for 10 days with 500 gold is
better than patrolling for 50 days with 100 gold.  Patrolling for 50 days
with 500 gold produces the best results.  Also, this can catch spies within
your city from other forces.

Survey
------

Survey allows you to get information on a free city or a city that belongs to
another force.  This information is only available for six months, but
surveying a place will allow your tactics against that city to have a better
chance of working.  If you have the Spy skill, the Spy command will replace
the Survey command.

Spy allows you to get information on a free city or a city that belongs to
another force.  Unlike Survey, this information will last until your spy is
caught.  This information will allow your tactics against that city to have a
better chance of working.  This command replaces the Survey command.

| 2h. Barracks                                                              |

The Barracks is where you can deal with the troops of your city.  You cannot
conquer China with officers alone.  You need to form armies on your way to
conquest.  There are a lot of options here other than the Interact and
Observe commands.

Drill
-----

Drill allows you to work out the units in your city and raises both their
moral and experience, both of which are important in battle.  You can drill
both until they both reach 100, but an officer with the Drill skill can raise
both moral and experience over 100.  You also cannot drill any units that are
already executing other commands.  This can be used by the Sovereign,
Viceroy, and Prefect.  Also, a Vassal can request to do this.

Recruit
-------

Recruit adds more people to your units.  The amount of people in a unit is
kind of like their HP.  If the officer recruiting has the Hire skill, the
person can recruit more soldiers with higher moral and experience.  You also
cannot recruit more people to any units that are already executing other
commands.  This can be used by the Sovereign, Viceroy, and Prefect.  Also, a
Vassal can request to do this.

Establish
---------

Establish creates a new military unit inside your city.  You cannot go over
the city maximum.  At first, you can only hire foot, bow, and horse units.
However, certain cities allow you to recruit other units if you have the
right type of garrison.  If the officer establishing has the Hire skill, the
person can recruit more soldiers with higher moral and experience.  This can
be used by the Sovereign, Viceroy, and Prefect.  Also, a Vassal can request
to do this.

Upgrade
-------

Upgrade changes your units from a weaker unit type to a stronger unit type,
if the city you are in has the right facilities.  More on upgrading will be
explained in Section 3.  This can be used by the Sovereign, Viceroy, and
Prefect.

Edit
----

Edit allows you to merge units or get rid of units.  You can only merge units
if they are of the same type (foot, horse, or bow), but if you do, they will
become the lowest upgrade of the two.  This can be used by the Sovereign,
Viceroy, and Prefect.

The Machine Yard is where you can create weapons for your units.  There are
many weapons to choose from and some can be particularly devastating, like
the Tower.  Weapons have minimum Tech requirements before they can be
constructed.  Besides the Interact and Observe command, there is one other
command that can be used here.

Weapon constructs a weapon and gives them to a unit.  The cost for a weapon
depends on the weapon being created.  The following weapons are:
Ram:  1000 Gold, 1200 Tech, Quickly destroys gates and counsels
Tower:  1000 Gold, 1800 Tech, Unleashes devastating very long range bow
attacks
Catapult:  3000 Gold, 2700 Tech, Unleashes devastating long range rock
attacks
Juggernaut:  5000 Gold, 4800 Tech, Unleashes devastating fire attack on
multiple units (Requires a Foundry in the same city)
Wood Ox:  1000 Gold, 2400 Tech, Increases the amount of food that can be
carried by a unit (Requires a Foundry in the same city)

The Shipyard is where ships can be built for units.  Ships are useful because
they help navigate rivers that can be a pain by sweeping your unit away and
ending turns early in battle.  This is especially useful if most of your
officers don’t have the Admiral skill.  There is one other command here
besides Interact and Observe.

Ship
----

Ship builds a ship and gives them to a unit.  It also gives Navy experience
to whoever builds the ship.  Ships also have a minimum tech rating.  The cost
for the ship depends on the ship being created.  The following ships are:
Ramship:  1500 Gold, 1200 Tech, Less affected by currents
Warship:  3000 Gold, 2400 Tech, Less affected by currents and can fire
cannons (Requires a Foundry in the same city)

The Tavern is where you will probably spend the most time if you are a Free
officer.  Here, you can accept requests from noblemen inside the city.  Also,
a few tactics can be performed here.  There are many commands here other than
the Interact and Observe commands.

Requests
--------

Requests is the command that asks for and accepts a request from a nobleman.
Completing requests can increase your fame, gold, and experience for your
stats.  The higher the fame, the more complicated the requests will become.

I might add a requests section in this guide later for those who don’t want
to look at another FAQ, but that’s for later.

Banquet
-------

Banquet holds a banquet for any officers or citizens present.  If they accept
your offer to join your banquet, their friendship will improve with you.  If
no one accepts your invitation, your fame will rise (I don’t get that...you
get more fame for being a loser with no friends?).  You must have the Host
skill in order to use this action.

------------
Private Unit
------------

Private Unit is a command for Free officers only.  This allows you to form a
private unit.  You can only have one unit and each soldier in the unit is
paid one gold per soldier on a daily basis.  If you become broke, then your
unit will start to run away from you.  If you have the Hero skill, however,
you don’t have to pay them.  After you have a private unit, you can declare
yourself a force of your own inside a free city or you can try to take
someone else’s city.  There are other commands within this command:

Establish:  Establishes a private unit.  If you have the Hire skill, you will
get more soldiers with higher moral and experience.

Recruit:  Recruits more soldiers to your new unit.  If you have the Hire
skill, you will get more soldiers with higher moral and experience.

Drill:  Raises the moral and experience for your units.  You cannot drill for
over 100 in both unless you have the Drill skill.

Upgrade:  Upgrade allows you to upgrade your unit, but only at certain cities
that have the right facilities.  Also, your unit must have the required
experience to upgrade.

Disband:  Disbands your private unit.

Agitate
-------

Agitate makes the citizen inside of a city upset, lowering the Order for that
city.  This is used in a city that is not of your force.  If the Order for
the city is low enough, they may Collude with you and promise to stage a
revolt during a battle.  A Sovereign, Viceroy, or Prefect may do this at any
time.  A Vassal may request to do this or can do this at anytime with the
Warlord skill.  A Free officer can do this at anytime with the Warlord skill.

Rumor
-----

Rumor lowers the loyalty of an officer that is not a part of your force.  A
lower loyalty means that he would be able to join your force easier if you
try to recruit him.  A Sovereign, Viceroy, or Prefect may do this at any
time.  A Vassal may request to do this or can do this at anytime with the
Warlord skill.  A Free officer can do this at anytime with the Warlord skill.

Disrupt
-------

Disrupt allows you to worsen relations between two forces.  Worsen relations
between two forces will mean they will be more likely to fight each other.  A
Sovereign, Viceroy, or Prefect may do this at any time.  A Vassal may request
to do this or can do this at anytime with the Warlord skill.  A Free officer
can do this at anytime with the Warlord skill.

| 2l. Home                                                                  |

Home is where your home is.  This is where you can relax.  Sometimes,
officers will visit your home to either try to recruit you to a different
force or just to talk to you over some wine.  There is no Observe command
here and there is only an Interact command here if you have a spouse.  Other
than that, there are four commands that can be done here.

Resign
------

Resign makes you leave the force you are currently with and allows you to
become a Free officer.  Everyone but a Sovereign can resign.  A Sovereign can
resign by becoming a Rogue force and then dissolving his army.

Relocate
--------

Relocate changes your home city to another one.  Only Free officers can
relocate their home city by using this command.

Declare
-------

Declare allows you to create a Rogue army.  Rogue armies have their own
commands.  To use the Declare command, you need a private unit and gold.
Rogue armies will be explained in Section 3.

Wait
----

Wait allows you to do nothing and let the time go by.  You can see events
happen while you are waiting.  To wait, set the time you want to wait and
then just let the game proceed through those days.  Press the Triangle button
to stop a wait.

Schools are places where you can increase the experience of your main stats.
Anyone can uses these schools, but a school inside your own force costs less
money.  There are four schools:  School of INT, School of POL, School of LDR,
and School of WAR.  Each school has one command other than the Interact and
Observe commands.

Train
-----

Train raises the experience of the stat that the schools if of.  If you get
100 experience in a stat, your stat goes up by 1.

Exchange is where you spend 20 days to exchange gold for either more gold or
items.  To exchange, you need 1000 gold.  These items are not available at
the Bazaars.  You can only use an Exchange that is controlled by your force.
There is one other command here other than the Interact and Observe command.

Deal
----

Deal allows you to risk 1000 gold in order to earn more gold or a special
item.  You can either gain an item, gain more than 1000 gold, or gain less
than 1000 gold.  Also, apparently you can become ill at an Exchange, but I’ve
never seen it personally happen.  Each Exchange has different items you can
earn.

Bazaars are where you can buy and sell items.  Each Bazaar has a wide
selection of items you can buy.  Besides the Interact and Observe commands,

Buy allows you to buy an item for a certain amount of gold.  You can buy at
any Bazaar controlled by any force.  The larger the city that holds the
Bazaar becomes, the wider the selection.

Sell
----

Sell allows you to sell the items you currently have for money.  You can sell
at any Bazaar controlled by any force.

| 2p. Observatory                                                           |

The Observatory is where you can have the future predicted by the stars.  In
Ancient China, philosophers believed that the stars held the future for each
person and for the world.  In the novel, Sima Yi was able to predict Zhuge
Liang’s death through the stars.  An Observatory can only be used by your
force’s officers.  Other than the standard Interact and Observe commands,
there are two other commands here.

Forecast
--------

Forecast allows the Observatory to predict natural disasters for the next
season for a price of 500 gold.  Anyone except a Free officer can use this
command.

Fortune
-------

Fortune allows the Observatory to predict how long any personally known
officer’s lifespan is for the price of 100 gold.

The Infirmary is where you can get healed if you are sick or injured.  Anyone
can use any Infirmary.  Other than the Interact and Observe commands, there

Heal makes an illness or injury go away for the price of 100 gold.  Illnesses
and injuries tend to go away on their own, but the Heal command makes them go
away faster.

There are other facilities in the game that have no commands in them other
than the Interact and Observe commands.  These facilities are important also

Garrisons
---------

Garrisons are required to make new, different types of units or upgrade your
units.  In order to make the new units, you need the right facility in your
city.  Then, you can establish them in your Barracks.  In order to upgrade a
unit, you first need the right facilities in the city you are currently in.
Next, your units need to have the required amount of experience to upgrade.
Finally, you need to be a Sovereign, Viceroy, or a Prefect.  When all these
conditions are fulfilled, you can upgrade your unit at the Barracks.  Some
upgrades, however, require a Foundry to also be built in the same city.
There is more on upgrading units in Section 3.  There are 7 types of
Garrisons:

Garrison (B):  Upgrades your Bow units.
Garrison (F):  Upgrades your Foot units.
Garrison (H):  Upgrades your Horse units.
Garrison (A):  Establishes Armored units.
Garrison (E):  Establishes Elephant units.
Garrison (HB):  Establishes Horsebow units.
Garrison (S):  Establishes Savage units.

Flood Control reduces the damage from typhoons and floods.

to offer than just menus and facilities.  This section will review other
aspects of the cities, like upgrading units and sages.

| 3a. Upgrading Units                                                       |

Upgrading units gets its own special section because of the simple fact that
there are so many questions about it.  In order to upgrade a unit, you must
first have the right facilities to do it.  Second, your unit must have enough
experience.  Here’s a list of upgrades and what is required for the upgrade

Infantry:  Second upgrade of Foot, requires Garrison (F) and 300 experience
Sentinel:  Third upgrade of Foot, requires Garrison (F), Foundry, and 500
experience

Cavalry:  Second upgrade of Horse, requires Garrison (H) and 300 experience
Tiger:  Third upgrade of Horse, requires Garrison (H), Foundry, and 500
experience

Crossbow:  Second upgrade of Bow, requires Garrison (B) and 300 experience
Marksman:  Third upgrade of Bow, requires Garrison (B), Foundry, and 500
experience

All the other units can be bought, provided you have the right type of
Garrison.

| 3b. Sages                                                                 |

There are nine sages that wander China.  They wander randomly throughout the
map, but there are certain places they do like to hang around.  These Sages,
if you become really good friends with them, can give you skills and items.
They don’t have a relationship meter, which means it’s harder to determine
when you will learn a skill or get an item from them.  Here’s a list of the
Sages, where they frequent, and what they give.  Special thanks to
Flamingllama32 for his list of Sages.

Hua Tuo:  Teaches the Doctor skill and gives Hua Tuo’s Journal
Mostly around Chu and Wu Yue

Guan Lu:  Teaches all domestic skills (Farm, Trade, Tech, Repair, Order,
Hire, and Drill) and can help you receive a life extension
Mostly around Xia Bei and Nei Bei

Zuo Ci:  Teaches the Taunt and Wizard skills and gives the book of Illusions
Mostly around Chu, Ba Shu, and the Central Plains

Mi Heng:  Teaches the Taunt skill
Mostly around the Central Plains and Nei Bei

Xu Shao:  Teaches Hero
Mostly around the Central Plains, Wu Yue, Chu, and Nei Bei

Qiao Xuan:  Teaches Hero
Mostly around the Central Plains and Wu Yue

Cai Yan:  Teaches all domestic and debating skills and gives you the Zither
Mostly around the Central Plains and Nei Bei

Huang Cheng Yan:  Teaches all battle skill (Charge, Missile, Unison, etc...)

Yu Ji:  Teaches Wizard and gives you the Book of Healing
Mostly around the Central Plains and Wu Yue

Sima Hui:  Teaches all Tactic skills
Mostly around Chu, Wu Yue, Ba Shu, and the Central Plains

| 4. The World Map and Moving Place to Place                                |

The world map is the screen you see when you leave the city.  It’s just like
the world map of RoTK9, in which every city is on one giant map.

| 4a. Movement                                                              |
X---------------------------------------------------------------------------X

There’s a few ways you can move on the world map.  You can move to a city, to
a base, to an army, or you can return home.  You can also visit recent
cities.  There’s also a free movement, which is required for a lot of quests.
If you go on a quest that says “Search <insert random direction> of <insert
random city,” then you must use the free movement to move around that area.
The Geo skill is really good because when your cursor gets close to your
target thing you’re trying to find, it will vibrate the controller and put an
exclamation point on the map.

Officers can freely roam the map while armies must use the roads.

| 4b. Interaction and Assaulting                                            |

Interacting on the world map is almost the same as interacting in a city.
Just walk up to an officer and you will be given the ability to interact with
them.  However, you get one more special interaction ability while on the
world map.  You have the ability to Assault people.  This allows you to
attack and duel officers.  I’ve never assaulted anyone yet, but I do know
that if you have a sworn enemy, the only way to assassinate them is to
assault them on the road.

| 4c. Structure                                                             |

Structures play a big part on the world map.  They can block the path of
armies coming towards your city.  They raise troop moral if your troops are
waiting in them.  Also, certain structures have special abilities.  Here’s a
list of the structures and their abilities:

Camp:  Can upgrade to an Outpost.
Outpost:  Can upgrade to a Fort and raises the order rating of the city the
base is aligned with.
Fort:  Raises the order rating of the city the base is aligned with and
eliminates bandits and foreign tribes from invading that city.
Gate:  Cannot be built.  However, it can be captured and controlled.  Has
very high defense.
Maze:  Confuses enemy armies when they enter them.  They disappear after an
army has moved through them.

| 4d. Intrusion                                                             |

You can enter any non-hostile city without any problems.  However, if your
force is hostile with another force, you may not enter that city unless you
deal with the guards.  The five intrusion commands are as follows:

Persuade:  Debates the guard to let you in.  Requires the Hero skill.
Sneak:  Sneaks past the guard to get in.  Requires the Spy skill.
Bribe:  Pay off the guard to let you in.  Requires at least 10 gold.  You
need about 500 to be successful at it, but if you have high Charm, you can
spend less.
Magic:  Dazzles the guard to let you in.  Requires the Wizard skill.
Duel:  Fights the guard to let you in.

that ask for information that is clearly in the FAQ and/or requests for help
that do not have any information on what you have tried will be ignored.  I
do not have a lot of time in between work and my life to answer all questions
that could be answered by the guide.  Also, I am not a mind reader, so I do
not know your situation or what you have tried and haven't tried.  Otherwise,
I will most likely send a response...maybe...if I feel like it.

This FAQ may only be used on GameFAQs (www.gamefaqs.com).  If you see any
other site using my FAQ, please let me know so I can power trip on them.
