    America Daitouryou Senkyo (or "America Presidential Race") is a strategy
game developed and published by Hect, and released in Japan in 1988. You are
a candidate trying to be elected president of the United States during the
1988 presidential election! You can play as George Bush (senior that is),
Michael Dukakis, Pat Robertson (from the 700 Club), Jesse Jackson, and a
couple people that they made up for the game. Bob Dole, Al Gore, and a few
others also make appearances as opposing candidates. First you need to be
elected as your party's candidate by winning the primary, and then you go on
to face the opposing party's candidate in the main event. The premise sounds
incredible!
    As a strategy game, you can imagine it is easy to find this game
extremely boring. But if you approach it with patience and a bit of
imagination, you might find it an interesting experience. However, it is
pretty tedious and repetitive, so when you no longer have the patience, you
can always use this faq to finish it quickly!
    This guide is intended to walk you through the game even if you can't
read Japanese at all. I explain the overall structure of the game in the
"Overview" section, where I avoid the mention of any specific strategies in
case you want to try to figure out a good strategy for yourself. The
"Walkthrough" section will then give you the exact steps for beating the game
using George Bush as your candidate. The walkthrough will likely not apply to
any of the other candidates, although maybe the other Republicans will be
similar. If anyone wants to contribute their strategies for winning as
another candidate, it would be helpful and fun if you would send it to
[email protected]. I'm especially interested in knowing if it's even
possible to win as Jesse Jackson or Pat Robertson since they usually get so
few votes.

Here are the candidates you can play as. I show the profile of each candidate
as explained in the in-game profiles menu. I believe Sasha and Suzuki are
fictional people made up for this game to help with the diversity of the
candidates. I also list the non-playable candidates at the bottom.

The following candidates are either made up for this game, or else they are
too obscure to appear in any documentation about the elections that I can
find: Sasha, Suzuki, Sanderson, and Lader.

---Title Menu------------------------------------------------------[sec3a]---
At the start of the game, you see the following options:
ニューゲーム - "New Game"
コンティニュー - "Continue". Start from your last save point. This option
    doesn't seem to work on many emulators.

---Candidate Selection---------------------------------------------[sec3b]---
After starting a new game, you need to choose which candidate you want to
play as. Here is the selection screen:

---Staff Member Selection------------------------------------------[sec3c]---
After choosing a candidate, you need to choose a staff member who will
accompany you on your campaign. Here is the menu screen:

---Primaries Explanation-------------------------------------------[sec3d]---
To run for president, you must first be selected by your party to represent
them in the presidential election. The process of selecting a party's
candidate is called the "primaries". As a Republican, you will run against
other Republicans to gain this honor, and as a Democrat you will run against
other Democrats.

I believe the primaries system is slightly different than it is represented
in this game. For one thing, the Repulican and Democratic parties have
different systems. But here's how it works in this game:

Each state votes for their favorite Republican or Democratic candidates. Each
state has a certain number of representatives, which determines how many
votes their state will count for. For example, Michigan has 77 representative
votes. If you were to earn all of the possible votes from Michigan, you would
gain 77 votes. Colorado has 36 representative votes, so you can earn a lot
less votes by doing well in Colorado. Therefore, some states are more
important to focus on than others.

You win the primaries by getting the most total representative votes from all
50 states, plus US territories as Puerto Rico, Guam, and the Virgin Islands.
This process takes up almost the entirety of the game. After the votes are
complete for the primaries, a national convention is held for each party.
This is basically a formality in which the candidate that gained the most
representative votes during the primaries is officially elected to represent
their party.

The winner then goes on to attempt to be elected president of the United
States. That is a single round of this game in which the candidate gaining
the most representative votes wins in a manner exactly the same as the
primaries.

---New State Summary Screen----------------------------------------[sec3e]---
When you begin campaigning in a new state, a screen summarizing that state is
shown, which contains the following information:

Date
State Name, Current Event
Number of representatives
Important point
Number of party members

Here is an example from the first states you will see as a Republican:

1月29日 - "The 29th of January"

The important things to focus on are the number of representatives and the
"Point". The number of representatives determines how important this state is
to the success of your campaign. If the number is low, like Colorado with 36,
then you don't have to try very hard. But if the number is high, like New
York with 136, then you need to do your best to get a high number of those
votes. Also, keep in mind that you don't get at least 15% of the votes from
two states in a row, you will get a game over. So you should at least put in
a little effort on each state to make sure you never do quite that bad.

The "Point" is a quality of the particular state that is being highlighted.
In the example above, Michigan is a prominent car manufacturing state, so
your policies should take in mind that you don't want to anger car
manufacturing businesses or workers. Often the "Point" will tell you if the
state has a large minority population.

---Public Opinion Poll---------------------------------------------[sec3f]---
The most important aspect of this game is how well you're doing in the polls.
At the start of campaigning in each state, you should check out how you are
doing in the polls. This is done by selecting 調査する ("Investigate") and
then 世論調査 ("Public opinion poll"). It costs $50000 to conduct each poll,
so be careful not to go crazy doing them too much, but you should do them
often to see how your policies are affecting the public's opinion of you.

Before setting any policies, you will see that state's opinion of you without
having taken any actions. If you are doing well, then you can assume that it
will be easy to win a lot of votes in this state. However, if you are very
far behind, then most likely you will not be able to win most of the votes in
that state. Instead, you may have to settle with getting a small number of
votes, or possibly none at all, and then move on. You cannot expect to win
every state.

After setting your policies (described in the following section), you will
want to immediately see how it affected the public's opinion of you. You may
then want to tweek your policies, or change them altogether, and again see
how that affected your public image. This is essentially the entirety of the
game. When your public opinion percentage is as high as you can get it, it is
time to end campaigning in that state and see how you did!

---Selecting Policies----------------------------------------------[sec3g]---
In each state, you will need to select three policies that you want to focus
on for your campaign stategy. For each policy, you select how much in favor
or against it you are.

Begin setting your policies by selecting the option: 政策を決定する ("Decide
on policies"). You will then see a screen consisting of six categories.
Select a category and you will see a list of policies under that category.
For a full list of categories and policies, see the "Policies" section of
this guide.

Select a policy and you will see a sliding scale in which you move a donkey
or elephant (depending on if you're Democratic or Republican) on a sliding
scale. The Japanese symbols on the left or right side of the scale will
generally say "In favor" or "Against" the policy that you selected. If you
are in favor, you move the animal to the corresponding direction. The exact
position you should place the animal is different for each policy and not
very predictable. You'll just have to do trial and error and see how changing
the position a little bit affects your public opinion. Unfortunately, small
changes in the position can make a big difference, so it's not always easy to
find the sweet spot on the sliding scale.

You have to repeat this process for three total policies. Then you can check
your public opinion poll and if you don't like what you see, you can redo the
sliding scale values by selecting the option: 変更する "Change" and then
selecting 政策値をへ変更する ("Change policy values") if you want to redo
your positions on the scale for the policies you chose, or select
政策をへ変更する ("Change policies") if you want to change which three
policies you want to use.

Some policies generally fair better than the rest, so might want to find a
few that work well for your candidate, and try to stick with them as much as
possible. However, as you move to different states, some of these policies
won't be as well received at times, and you should make some changes and see
if you can do better.

One basic rule to keep in mind is that going to the extreme left or right
side of the sliding scale will almost always make your approval rating
plummet to zero. Another point that's probably pretty obvious is that issues
that work will for a Republican will probably be on the opposite side of the
sliding scale as they would be for a Democrat.

---Campaign Finances-----------------------------------------------[sec3h]---
In the upper-right part of the screen, under the smily face, you will see the
amount of money you have to spend in blue lettering, next to the word 万ドル
("10000's of dollars"). The Japanese count large sums of money in units of
10000 dollars, which is a little confusing. For example, if it says you have
900万ドル, it means you have 900x10000 = 9,000,000 dollars.

Under this number, in red, is the amount of money you have spent so far.
There is a limit of 2700万ドル that you are allowed to spend on your campaign
during the primaries. You can't reach this mark, so it's not a real worry.
However, if you run out of money, you'll be in big trouble because you won't
be able to check the public opinion polls to see how your policies are doing
and you won't be able to pay for television commercials, which will cause you
to get zero votes in any state you have to do this in.

An important thing to note is that the different candidates all start with
different amounts of money. Here are the starting amounts:

Bush: 900万ドル
Sasha: 600万ドル
Robertson: 400万ドル
Dukakis: 1000万ドル
Jackson: 300万ドル
Suzuki: 700万ドル

As you can see, Bush and Dukakis get a pretty distinct advantage when it
comes to their campaign finances.

Also note that you gain more money from donations after each state's primary
ends, which is around 100万ドル, but doesn't seem like much when your
finances are getting low.

---Participating In Election---------------------------------------[sec3i]---
When you decide to keep your policies and see how they fair in the state's
election, select the command 選挙運動の内容を決定 - "Set election
participation contents".

You will then be asked to set how many public appearances you will make
during the next nine days. The screen shows a number, which you can change by
pressing left or right, next to the word かい ("Times").

In some states, you will be asked to invest money in commercial adds on the
three major networks, ABC, CBS, and NBC. The amount of money you spend on
each network is done in a similar way to the speeches.

You then basically undergo a waiting process in which you count down the
nine days until the election results. The number of days remaining is shown
in the upper-right part of the screen: あと9日 ("9 days remaining").

If you did not set the number of public appearances high enough or if you
didn't put enough money into television commercials, you public opinion will
decrease each day. If you did set a good number of public appearances and
a healthy television commercial budget, then your public opinion will stay
the same as the days go by, or even increase a little.

If you set too many public appearances, then the smily face in the upper-
right corner will start to look sad, indicating that your candidate is
getting tired. If this happens, reduce the number of appearances next time.

When there are four days remaining, sometimes a man in glasses will report
some news to you that will affect your public opinion. This only happens if
you have selected certain policies. For example, if you have selected to
reduce military spending as one of your policies, then this guy might show up
and say that an oil tanker was bombed in Iran. Since your policy is to reduce
military spending, people will be annoyed at your position in light of the
recent news, and your public opinion will drop. You'll have to change your
position on the relevant issue to get your public opinion back to where you
had it. In the above example, you would change your policy to be a little
more toward the side in which you support military spending. But just a
little, don't make an extreme change.

---Election Results------------------------------------------------[sec3j]---
When the nine days of campaigning in a state are done, you will see the final
results of the elections in that state. The summary screen will show the name
of the state in the upper-left corner and the names of all of the candidates.
Next to the candidate names are two columns. The first column, labeled
カクトク ("Acquisition"), shows the number of representative votes received
by each candidate in this state. The second column, labeled ルイケイ
("total"), shows the total number of representative votes each candidate has
earned during the election process so far.

If you get less than 15% of the vote in two states in a row, you will get a
game over.

The next screen will show the amount of money spent in this state and
donations earned. The screen shows the following information:

セイフ エンジョ - "Government aid"

The numbers in the first column, labeled シュウニュウ ("Income"), shows how
much money you earned for each of the above categories. The second column,
シシュツ ("Expenses"), shows how much you spent on each category.

At the bottom of the screen is shown the totals over the entire course of
the election:
テモチ シキン ゴウケイ - "Total capital in-hand"
シシュツ ゴウケイ - "Total expenses"

Sometimes, election results from states in which you didn't visit are
shown at this point. For example, if you are a Republican, after completing
Michigan, you will receive results from Kansas and Hawaii (shown as a lump
total). It shows the same screen with the number of representative votes
gained and the total accumulated at this point.

The results from states you didn't campaign in are not controllable by you.
So no matter how good you campaigned in the previous states, your results
will be the same for the non-campaigned states. This is similar to real-life
campaigns in which candidates focus most of their attention on key states
and don't put effort into states that are either small or are too strongly in
favor of an individual to be affected by your campaign stategies.

---National Convention---------------------------------------------[sec3k]---
After the primary voting is over, there will be a national convention in
which your party makes the selection of their candidate official. They will
tally the votes from their representatives, which will be predictable based
on the campaign went up until this point. The presentation is exciting since
you watch the votes tally slowly and balloons come down when the winner is
decided and such.

If you win the nomination at this time, you will have to choose a vice-
presidential running partner. The options for vice-president will be any of
the other candidates you have been running against.

After selecting a vice-president, you give a speech, and the final
presidential election campaign begins! The names of the two party's elected
candidates are shown, along with their vice-presidential selections.

---Presidential Election-------------------------------------------[sec3l]---
The final presidential election is exactly the same as the primaries. You
choose three policies and check your public opinion poll to see how well you
are doing. You just need to get a higher percent than your opponent, and you
will win the presidency!

You gain a lot of money from donations, so you'll have a ton of money to
spend on taking polls and paying for commercials. This is the last round, so
take your time and get a good set of policies, then sit back and enjoy your
victory!

All of the menu options that you need to know are explained in the sections
above. However, there are more options you can do which are basically a waste
of time and money, such as paying money to see data about the states, such as
how much agriculture they produce, the percent of minorities, and such
things. I say it's a waste of time and money since these stats don't seem to
make it very predictable which policies should works well within the state.
However, for completeness, I describe all of these menu commands below.

---Pre-Policy Selection Menu---------------------------------------[sec5a]---

When you begin a new state, you see the following commands:
政策を決定する - "Decide on policies". Brings up the policies menu, which
    are shown in detail above in the "Policies" section of this guide.
調査する - "Investigate". Brings up the "Investigation Submenu", described
    below.
そのた - "Other". Brings up the options:
    選挙運動 は しない - "Don't participate in election".
    もどる - "Return"
    If you don't participate in the election, you forfeit any chance to
    receive votes from the current state. You also won't get any donation
    money from that round.

Investigation Submenu:
世論調査 - "Public opinion poll". Costs $50000 to conduct. Shows the current
    approval ratings of each candidate in the current state. ミケッテイ is
    "undecided".
データの調査 - "Data investigation". Costs $20000 to conduct one. There are
    many different options to choose from. See "Data Investigation Submenu"
    below for details.
調査 とりやめ - "Stop investigations".

Data Investigation Submenu:
しゅう の ちょうさ - "State investigation". Shows information about the
    current state such as the ethnicity of its population and its main
    industry. See the "State Investigation Info" section below.
こうぎょう せいさんだか じゅんい - "Industrial output ranking". Shows a list
    of the top 10 industrial states in terms of net income. The list is
    shown below in the "Industrial Output Ranking" section.
のうぎょう せいさんだか じゅんい - "Agricultural output ranking". Shows a list
    of the top 10 agricultural states in terms of net income. The list is
    shown below in the "Agricultural Output Ranking" section.
せきゆ さんしゅつだか じゅんい - "Oil production ranking". Shows a list
    of the top 10 oil producing states in terms of net income. The list is
    shown below in the "Oil Production Ranking" section.
へいきん ちんぎん - "Average wage". Shows a list of the top 10 states in
    terms of average wage. This info is shown below in the "Average Wage"
    section.

you will be asked to set a number of public appearances you want your
candidate to do. Press left or right to change the number next to the word
かい ("Times").

In some states, you will then be asked to decide on an amount of money to
spend on commercials. You set an amount of money to spend on each of the
three major networks, CBS, ABC, and NBC, by changing the values next to the

Here's how to understand my scale setting notation. When you move the
elephant left or right on the scale, the symbols on the ends of the scale
don't always move. So I'm counting the number of times the end symbols move.
For example, if I say to move left 8++, it means you should tap the left
direction arrow slowly and repeatedly and count how many times the end labels
move. You want them to move 8 times. The ++ indicates that you should give
two extra little taps to get the elephant situated in the sweet spot. If the
scale moves a 9th time, tap right once to get it to go back the other way and
you'll probably be in the right spot.

If you chose the suggested policies and moved the scale to the correct
position, Bush's approval rating should be at 31%.

Start the election participation process and decide to do 25 public
appearances. This number always works well, so use it every time.

Progress the days forward until the number in the upper-right corner of the
screen says 4 days remain. At that time, a man will appear and tell you that
a space shuttle launch has been postponed. Your approval rating will drop to
28% since one of your policies is to hype the space shuttle projects. Select
to change the values of your policies and move the scale of the space shuttle
project policy a little bit to the right. If it's on the sweet spot, your
approval rating will go back up to 31%.

The National Convention is just a formality at this point. Since you're
winning by such a landslide, you can just sit back and wait for the votes to
be tallied and be announced the official Republican candidate for president.

You will officially win once your votes reach 1139. The states are shown in
alphabetical order, and the votes you receive from the representatives of
that state.

After the votes have all been tallied and you've won, you need to select
your vice president. You can choose among the other candidates you've been
running against:
Sasha
Robertson
Dole
Sanderson

It doesn't matter who you choose, it won't have any effect on the game.

You give an acceptance speech and the final presidential candidates are
officially announced:

Bush and Sasha versus Dukakis and Suzuki!

---Presidential Election-------------------------------------------[sec6n]---
You'll have a significantly larger sum of money now from donations, so you
don't have to worry about running out.

The initial public opinion polls show these stats:
Bush: 38%
Dukakis: 38%
Undecided: 24%

So you just need to find the policies that will give you the slight edge
over Dukakis.

Select the following three policies:
(1) From the 5th category: 農産物輸入自由化要求 - "Imported agricultural
   produce freedom demands"
   Scale setting: Left 7++.
(2) From the 2nd category: スターウォーズ計画 - "Star Wars project"
   Scale setting: Left 8++.
(3) From the 3rd category: スペースシャトル計画 - "Space shuttle project"
   Scale setting: Left 8++.

The opinion polls should then show Bush at 41% and Dukakis at 35%. Sounds
good, let's start the election process!

You're then alotted 3000万ドル for spending on TV commercials. Put 1000万ドル
into each of the three networks and progress time forward until the election
is over. You should win 287 to 251!. Congratulations!
