Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 1. Introduction
S2EINTRO \__________________________________________
Samurai Warriors 2: Empires is a game based on the Sengoku (Warring States)
Era of Japan. This game is kind of like an expansion of the original Samurai
Warriors 2. However, this game is a stand alone game with its own set of
rules. In this game, you control a ruler of a clan as you attempt to take
over all of Japan using through policies and battle. This game adds a more
strategic element to the typical hack and slash action that was in the first
game, as you must move through the maps taking over bases as you make your way
across the battlefield. You must extend your supply line from your side to
your opponent's side to be able to take over their enemy base. At the same
time, your opponent will be attempting to do the same thing.

S2EINVER \__________________________________________
Version 1.0: Completed guide with just some minor things missing.
Version 1.1: Added some more events, movies, and policies. Obtained all
fourth weapons as well.
Version 1.2: More of the same. Added more events, movies, and policies.
Version 1.3: More of the same. More policies and more events.
Version 1.4: More events. Basically I'm updating this because I'm tired of
seeing the same information being sent to me regarding the Grudging
Admiration event. I got this event about 15 minutes after I had sent in
my last update. I do thank everyone for trying to help, but I already had
the event, even though it didn't look like it. Oh, and I'm just now
realizing I forgot to put dates on my updates like I normally do. Oh
well. No use in backdating...considering the fact that I don't remember
the dates anyways. Not important, but it's starting to get on my
obsessive compulsive nerves...I should get that checked out...
Version 1.5: More events. The next update should be pretty much the last
update, since I only have one more event and policy to obtain.
Version 1.6: All policies are obtained. Updated the move sets. Only
missing one event. That will be the last update.
Version 1.7: Added the last special battle and the supposed, non-confirmed
requirements for the last missing event. I apologize if the information
for that event is incomplete, but I got tired of waiting for someone to
confirm it and I don't have the time to play through another Empires Mode,
so I left it as unconfirmed information and marked it as such. Sorry it
took so long to get this guide updated with the Osaka Campaign. My
computer decided it wanted to die so I was left without Microsoft Word for
a good month.
Version 1.8: Minor fix in the Seek policy.

Everything is done as far as I know.
I will not be listing the move sets for the unique officers in this guide. If
you want to see them, you can look at them from my Samurai Warriors 2 guide.
If there is an uproar over me putting those move sets into this guide, I may
do so in the future.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 2. The Basics of Battle
S2EBASIC \__________________________________________
The fighting part of Samurai Warriors 2: Empires is, at its very core, a hack
and slash game. Even the most hardcore fan must admit that on a certain
level, there is a lot of button mashing happening. However, because of the
new strategic elements that are added to the game, you are given more control
over both your character and your allies. There are many new strategies
involved with this game that can mean the difference between victory and
defeat.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 2a. Controller Setup/Move Notations
S2EBACON \__________________________________________
If you have played other Samurai Warriors games or even the Dynasty Warriors
games, then you should know the basic controller setup. The major difference
in this game is that the directional pad now gives commands to your allies,
giving you some control over what they do.
----------------
Controller Setup
----------------
Left Analog Stick/Directional Pad: Moves character
Right Analog Stick: Rotates camera
Directional Pad Up: All attack command for allies
Directional Pad Down: All defend command for allies
Directional Pad Right: All gather command for allies
Directional Pad Left: Auto command for allies
Square: Normal attack
Triangle: Charge attack
Circle: Musou attack
X: Jump/Mount or dismount horse
L1: Guard/Strafe/Reset camera
L2: Toggle mini map
R1: Special stance
R2: Evade
(Note: I personally change the L1 and the L2 buttons on my controller
because it is easier for me to hit L2 than it is to hit L1 and I block
more than I toggle the mini map. Therefore, if in this guide, you see me
say the L2 button, odds are, I'm talking about blocking. I don't think
it comes up, but just in case, I don't want to confuse anyone.)
--------------
Move Notations
--------------
These are all the move notations that I will use throughout this guide, along
with some explanations of some terms that is used throughout the game.
S: This stands for the square button on the controller.
T: This stands for the triangle button on the controller.
S String: This is the regular attack combo of general.
Charge #/C#: This indicates a specific charge attack. The number indicates
what type of charge attack it is. For example, a C1 would be an attack
where you just press T. A C4 would be an attack where you press SSST.
For tiered charge attacks, they would be indicated with a C#-#. The first
number is what type of charge attack while the second number indicates
what tier of the charge attack it is. Therefore, a C2-3 would be where
you would press STTT.
Jump Charge: This is performed by pressing triangle while in midair.
Special Attack: If you press the R1 button, you enter a special stance.
Pressing the square or the triangle button while in this special stance
will execute your character's special attacks.
Back Flip: When you are knocked into the air, you can back flip and land on
your feet by pressing the guard button at the right moment. There is a
certain bit of timing involved, but the window of opportunity is normally
very big. You cannot always perform a back flip when you get knocked
down. This can also be called a tech by some people.
Grab: Grabs are unblockable attacks where you pick up the enemy and throw
them in some fashion.
Musou: This is performed by pressing the circle button when your musou bar
is charged up completely. When you press the circle button, all regular
soldiers slow down and your attacks are more powerful. Unique soldiers do
not slow down. When you hold down the circle button, you will perform a
powerful, unique attack.
True Musou: This is performed by pressing the circle button when your musou
bar is charged up completely and you are low on life. When your life bar
turns red, your musou will become a true musou. True musous are the same
as a regular musou except for two differences. The first one is that true
musous have the Fire element attached to them. The second one is that at
the end of your musou, your character will perform additional attacks
automatically.
Double Musou: This is the same as a true musou except that the element
attached is Lightning instead of Fire. This can only be performed when
you are close to an ally officer that you are friends with and that ally
has a full musou bar while you have at least one level of your musou bar
filled.
Multi Musou: New to this game is the multi musou. If you are near two or
three ally officers that you are friends with, all of the officers will
perform their musou attack at the same time, with different elements
attached. The triple musou has the Ice element attached while the
quadruple musou has the Wind element attached.
Level # Musou: In SW2, the musou bar has three different levels. The first
level is a regular musou. The second level is the regular musou with more
power. The third level adds a special effect to your musou. You gain
more levels to your musou bar as you level up your character.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 2b. Features Unique to SW2: Empires
S2EBAUNI \__________________________________________
What makes SW2: Empires different from regular SW2 is the fact that you need
to conquer all of Japan to win. To do so, you must manage your clan and its
territories while expanding by invading other fiefs. The battles are
different in this game in the fact that you have to use strategy to conquer
the land. You cannot just rush out and try to kill the commanding officer of
the other army. You need to take over bases to extend your supply line while
preventing your opponent from doing the same thing. This adds a bit of
strategy to the game.
There are two phases to Empire mode. They are divided into the Strategy Phase
and the Battle Phase. I will go over each phase in this walkthrough.
--------------
Strategy Phase
--------------
The first phase is the Strategy Phase. During the strategy phase, you first
get gold based on the amount of fiefs you have and based on the Harvest levels
of those territories. Then, you get a certain amount of orders that you can
perform. This is based on the amount of fiefs you have under your control.
You have various policies, tactics, and formations to choose from for every
order. Remember, each policy or tactic requires a certain amount of gold to
perform, so be wary of that. Each policy will be reviewed in Chapter 5 and
each tactic and formation will be reviewed in Chapter 6.
Consult: Listen to your officers as they lay out their plans for the land.
This gives you the ability to use new policies laid out by your officers.
Each officer is proposing two policies an order.
Delegate: Request that one of your officers perform the tasks for this turn.
The officer will perform only one policy an order.
Decree: If you do not like the policies laid forth by your officers, you can
assign something on your own. However, you can only perform one policy
for that order.
Tactics: The same as Decree, except for Tactics and only Tactics.
Formations: The same as Decree, except for Formations and only Formations.
Station: You can move officers from one fief to another fief.
Info: View info on various forces, areas, officers, and so forth.
Save: Save your game.
Proceed: Move on to the Battle Phase.
------------
Battle Phase
------------
The battle phase is where you invade and defend your territory. Here, there
are also various options you can perform.
Invade: Invade a neighboring neutral or hostile territory.
Defend: Defend your territory from an invading force.
Joint Attack: Invade a territory with another force. This can only be
performed if you have performed the Request policy during the Strategy
phase or if an ally is requesting that you help them in a Joint Attack.
Help Ally: Help an ally defend their territory from another force.
Info: View info on various forces, areas, officers, and so forth.
Save: Save your game.
Skip Battle: Skip the Battle Phase.
------------------------
Before and During Battle
------------------------
After you have chosen to invade a fief, you will be asked to pick the units
which you would like to participate in the attack. You may have up to three
main generals, three lieutenants, one relief general, and one relief
lieutenants. Relief generals and lieutenants will arrive as reinforcements
during the battle. If you are helping an ally with a joint attack or a
defense of one of their territories, you can only pick one officer to join
that battle with.
When you have decided to choose who you would like to attack with, you will go
to a screen that allows you to prepare for battle. Here, you have many
options you can choose from before the start of the battle.
Equipment: Here, you can equip your weapon and mount, view and equip your
skills, view your move list, and receive an overall view of the officer
you are currently controlling.
Tactics: Allows you to equip two tactics. You must equip these tactics
before the battle starts if you want to use them during the battle.
Certain tactics are always in use throughout the battle, while Special
Tactics can be activated during the battle from the start menu.
Formations: Allows you to employ a formation at the start of the battle.
You can only employ formations that you have enough points for. Also,
this shows you the amount of formations that the enemy currently has in
stock. During the battle, you can change your formation if you have
enough points to do so by using this command via the start menu.
Officers (Place): Allows you to view the officers that are on the
battlefield and, if your culture is high enough in your territory, allows
you to place you and your allies on the battlefield.
Conditions: Lists the victory and defeat conditions for the battle.
Options: Allows you to adjust the map options and the music options.
Once the battle starts, you must achieve your objectives. If you are
invading, you must capture the enemy's main camp before time runs out or
defeat the ruler if the ruler is on the field. If you are defending, you have
to defend your main camp until time runs out, defeat the invading army's main
commander, or take the enemy's main camp.
During the battle, you will need to focus on taking the enemy's bases. If you
look on the map when you press start, you will notice lines going from base to
base. You will need to extend your line, which is blue from your main base to
the opponent's main base. The lines are your supply lines. If you do not
extend this line to your opponent's main base, you will be unable to take that
base, no matter how many times you kill off the Base Captains. To take a
base, all you have to do is defeat all Base Captains and enemy generals in
that base until your Base Captains arrive to claim the base. You can tell how
many officers and Base Captains you have left to kill by the meter at the
upper right hand corner. The bubbles above the bars tell you how many
officers and Base Captains are in the base you are at. The color of the flag
tells you which side has control of the base.
Also, on your mini map, you will notice that each section is color coded.
These colors represent the territories you control. They also represent the
chances of you capturing the enemy's officers. They are as follows:
Dark Red: A highly good chance that your officers will be captured by the
enemy and almost no chance that the opponent's officers will be captured.
Light Purple: A slight chance for any officer to be captured.
Dark Blue: Almost no chance that your officers will be captured by the enemy
and a highly good chance that the opponent's officers will be captured.
You can tell when you are able to capture an officer if they have a red halo
circling their head during battle. During the battle with a officer, if you
injure them, there is a good chance that they will try to retreat. If they
retreat back into their base, they can regain health and then resume their
attack. The same holds true for your generals. If your officers are getting
beat, they will retreat back into one of your bases to heal up.
Also, during the battle, you will notice a point counter just off to the side
of the of the army indicators. This point counter is for your formations.
Formations give one side or the other an added boost in attack power, defense
power, or speed, depending on the formation. There are three attack
formations, three defensive formations, and three speed formations. At the
start of the battle and all throughout the battle, you can change your
formation if you have enough points to do so and the proper formation stocked
up. During the battle, the point counter will gradually increase as the
battle progresses. Taking over enemy bases will give you bonus points for
your counter. When you have enough points to perform the desired formation
you want, press start, enter the formations menu, and then select the
formation you would like to employ. Remember, your enemy can also employ
formations, so make sure you deploy a formation that is more powerful than
your opponent's formation. The formations are described in more detail in
Chapter 6.
One last thing that you should note is the numbers beside the bars at the
upper right hand corner. Those numbers tell you how many times a general can
come back into the battle. If you don't capture an officer, they will return
if the number next to the red bar is higher than 0. Once they return in the
battle, the number will go down by one number. When the number next to the
red bar is 0, no more generals from the opposing side can come back onto the
field. However, the same works for your side. Once the number next to the
blue bar is 0, no more generals can come back onto your side.
When you press the start button, along with assigning formations to your army,
you can assign orders to your units through the Officers (Order) menu. You
can also perform any tactics you may have in your arsenal by going to the
Tactics menu. Also, if the battle is not going well for you and it's only
inevitable that you will lose, you can Retreat and get the battle over with.
------------
After Battle
------------
After the battle, to the victor go the spoils. You will receive money,
attributes to your officer, and attributes to your weapon. You will also
receive points for the battle. The more points your officer has, the more
troops they are able to command.
After you have received the attributes to your person, you are able to
customize your weapon a little. After each battle, you can choose from a list
of attributes you can place on your weapon (I believe this is random). If
your weapon's smiths are maxed out, you are also able to change the base power
of your weapon.
Points are given out based on performance in battle. Every officer who made
it through the battle alive will receive points. You receive points based on
generals you have defeated, troops you have defeated, and so forth.
Finally, you are able to recruit any generals that you have captured.
However, the number you can recruit is based upon the amount of money you
have. Each general you recruit takes money. A general can refuse to join
you, which means you will have to let them go. Finally, you can reassign
officers from place to place after the battle.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 2c. General Tips
S2EBAGEN \__________________________________________
Some of these general tips are from my SW2 guide (okay, so there is a lot of
stuff from my SW2 guide that is in this guide as well, they're practically the
same game), but the first few tips are unique to Empires.
---------------------------
Tips for the Strategy Phase
---------------------------
Isolate One Side of Japan: If you do not have enough officers to fight
battles on two fronts, just focus on one side and use alliances to bring
peace to the other side. That way, you can focus on getting to the
eastern or western side of Japan first, then focus on getting the other
side. Things can be made even easier if you help one force dominate one
side while you take over the other side. That way, you only have one
enemy to fight instead of multiple enemies.
Use Consult Rather than Decree: When you use Decree, you only get one policy
per order. If you use Consult, you get two policies performed per order.
This allows you to get more done with your limited orders. Only use
Decree when you absolutely need something to get done and no officer has
suggested it in the Consult phase.
Keep Five Varied Formations at All Times: It's always best to have at least
one formation of each type in your arsenal. Formations are not always
about allowing your army to get an advantage. Sometimes, a formation is
best used to counter and neutralize your opponent's formation.
Don't Spread Yourself Too Thin: It may seem like a good idea to start taking
as many fiefs as possible right away, but you should only do so if you
have enough officers to protect those territories. The more fiefs you
have, the more likely the chance that you will have to protect multiple
sides.
The People of Your Land: The people in your kingdom are just not there for
decoration. They can play a vital role in the development of your land.
If you listen to your people and give them money, they will favor you and
your benevolent rule. When the people do favor you, when you are attacked
by an outside force, the civilians of your land will help defend your
territory. However, if you tax your people and force the civilians to
work twice as hard, you will be hated and the people will revolt.
Sometimes, there will be a peasant uprising. You will either have to pay
the civilians to quiet them or subjugate them under your iron fist by
fighting them. If you choose to fight, you will send out one officer to
deal with them. That officer must complete a mission within a certain
time frame in order to put down the uprising. How you rule your people is
up to you and really only affects the ending. However, the uprisings can
be a minor nuisance.
-------------------------
Tips for the Battle Phase
-------------------------
Cut Off and Capture: It's not always best to attack your enemies head on.
If you find that the enemy officers are using one path to attack your
bases, what you should do is find another path to jump their supply line
with. If you can cut off your opponent's supply line with your own supply
line, odds are, the entire area that you cut off will turn dark blue,
giving you a higher chance to capture the enemy officers. Even if you
can't extend your supply line to the enemy's supply line, cutting off the
enemy's supply line is a good way to get the enemy officers off of your
bases. After all, they are playing by the same rules as you. They need
to extend their supply line to your main camp just like you do.
Learn to Play Defense: If you are a novice at the game, the best way to stay
alive is to learn how to block and how to roll. Blocking allows you to
find openings in your enemy's attacks while preventing you from taking
damage. Rolling allows you to avoid enemy attacks and get to the
opponent's exposed side for a counter attack. If you can master these two
abilities, then you will be able to protect yourself while allowing your
enemy to be exposed to your own attacks.
Learn to Back Flip: A back flip can save you time and allow you to
immediately launch a counter attack on an enemy. However, it can also
land you right back into another one of the enemy's combos. First, learn
how to perform a back flip just every time you get knocked down. Then,
learn when to perform a back flip. Normally, it's best not to back flip
when you are close to an enemy, as you are in range for them to catch you
in midair and perform another combo on you. The window of opportunity to
perform a back flip is very big, so it's not a hard technique to perform.
Learn the Move Sets: Know yourself and know your enemy. If you know your
character's move set, you will know what move is best for what situation
and you can quickly adapt to situations. One move may be good for one
situation while another move may be good for another situation. Also, if
you learn your character's move set, you will know what that character can
do when you have to face that character as an enemy. If you learn the
openings of a character's move set, you can exploit them. Always try to
recognize the way a character moves when they are performing certain
charge attacks. Also, try to recognize what a character does when he is
about to perform the first attack of his S string. This way, you can
anticipate and formulate a counter attack on the fly.
Play to a Character's Strengths: This goes along with learning the move
sets. The problem I hear most about people not liking a character is that
they are trying to play every character the same way. While you can do
this, you won't get the most out of your character. Not every character
will be Musashi or Tadakatsu. Instead, you must play to a character's
strengths, especially the strengths of each move set type. If a character
is a Normal type, use that person's Normal attacks to either circle around
them or set up a charge attack. If a character is a Charge type, use the
charge attacks to deal massive damage to crowds or officers. If a
character is a Special type, use their special attacks to your advantage
to set up enemies for an attack. While this is a button mashing hack and
slash game, you don't have to button mash all the time. You are allowed
to infuse strategy into your gaming.
Best Skills for a New Character: The skills I have found most helpful when
creating a new character are Resilience, Prodigy, and Discern. Try to
start off playing a new character with these three skills at level 3. The
Resilience skill will help a whole lot, allowing you to get off attacks
and charge attacks you really have no business performing. Prodigy will
allow you to get more skills. Discern will allow you to get a better
weapon which is extremely helpful early on. Some other skills you should
consider getting for a new character is Rage, Reach, Fitness, Potence
(both the ability skill and the growth skill), Fortitude (both the ability
skill and the growth skill), and Focus (just the growth skill).
Resetting the Camera: The right analog stick now controls the camera. This
can be a useful tool in the middle of a musou attack, but sometimes, it
can be hard to use during normal attacks. However, there is one thing you
can do with the camera while you are attacking. If you press the block
button, the camera automatically defaults behind your character. If you
press the block button while you are attacking, you will still attack, but
the camera will also default behind you. This can be very useful, as the
hit detection in this game relies on you being able to see an enemy. If
you cannot see an enemy on your camera, odds are, you will not hit that
enemy, even though your attack should hit the enemy. Resetting the camera
behind you while you are attacking ensures that you will always hit the
target. I normally hit the block button about once every two regular
attacks.
Circling the Enemy: This is a technique that I use often when fighting
enemy generals. I call it circling. When you are attacking, you are
still able to use the left analog stick to move your character. Whenever
I am attacking an enemy general that is blocking, what I do is try to
circle around the enemy while I am attacking and he is blocking. Most
characters with a Normal move set will be able to get to the enemy
general's back after 5 or 6 hits, leaving him vulnerable to a C8 or the
rest of the S string. This only works if all your attacks hit the enemy's
block. If an attack misses the enemy general, he will be able to reset
his block. To solve this problem, press the block button while you are
moving behind the enemy. This will ensure that the enemy general stays on
your screen and blocks your decoy attacks while you are moving behind him.
This works really well with characters that have a Normal move set, as
they have more regular hits to use, but some Charge and Special type
characters can also circle really well. Also, characters with less range
are easier to circle with than characters with more range because of the
distance put in between you and your opponent. The closer the distance,
the easier it is to circle.

FAQ/Strategy Guide \ 3. Empire Mode Scenarios
S2ESCENA \__________________________________________
In Empire Mode, you have a variety of scenarios to choose from. These
scenarios range from small regional skirmishes to scenarios where you have to
conquer all of Japan. The following is a listing of each scenario, the
background involved in the scenario, and some of the major parties involved in
the scenario.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 3a. Battle of Kawanakajima 1561
S2ESCKAW \__________________________________________
How to Unlock: Initially available.
In history, Kenshin Uesugi and Shingen Takeda fought each other at
Kawanakajima four times. Each time, they would show off their tactics and
leadership. Each time, they would come to a stalemate. Around this time,
Nobunaga Oda would defeat the much larger and more powerful Yoshimoto Imagawa
and begin his quest to unify all of Japan. However, there are many other
clans such as the Hojo and the Mori that are looking to do the exact same
thing...
Each clan in this scenario starts off with only one fief. After one turn of
the scenario, provided both Kenshin and Shingen are still on the map, the
final Battle of Kawanakajima will take place. If you are an uninvolved party,
this will result in a stalemate and life moves on. Either way, everyone
starts off on equal footing in this scenario.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 3b. Battle of Anegawa 1570
S2ESCANE \__________________________________________
How to Unlock: Clear any of the regional scenarios (you do not have to
conquer Japan afterwards).
In order to form an alliance with Nagamasa Azai, Nobunaga offers a marriage
between Nobunaga's sister, Oichi, and Nagamasa. This creates an alliance
between the two clans. However, peace between the two factions would not last
long. Soon, the Oda Army would begin attacking the Asakura clan, a clan that
has had a long standing alliance with the Azai clan. Torn between his honor
and his love, Nagamasa is put in a no win situation and must make a decision
between the two...
This scenario starts off with everyone having one fief except for the Oda Army
and the Takeda Army, which have two fiefs each. After one turn of the
scenario, provided that all the armies involved are still there, the Oda-
Tokugawa Army will march into Anegawa to face off with the Asakura-Azai Army.
If you are an uninvolved party, the Oda-Tokugawa Army will win, but neither
the Asakura or the Azai will have any of their land taken.

FAQ/Strategy Guide \ 3c. Incident at Honnoji 1582
S2ESCHON \__________________________________________
How to Unlock: Clear Battle of Kawanakajima 1561.
As Nobunaga Oda's vision of unifying Japan under his iron fist slowly becomes
a reality, there is dissension among his ranks. His once loyal retainer,
Mitsuhide Akechi, whether for reasons of virtue or reasons of greed, sets out
to meet his master at Honnoji. As the fringe areas around Japan continue to
move, Honnoji would be the place where someone's fire of passion will be
engulfed in the flames of the temple...
In this scenario, Nobunaga starts off with a good bit of the central area
conquered. Both the Shimazus and the Tokugawas have two fiefs under their
control. As soon as the battle starts, Mitsuhide Akechi will make his way to
Honnoji to face off with Nobunaga Oda, provided both are still on the board.
If you are an uninvolved party, then Mitsuhide will become victorious at this
battle and take control of all of Nobunaga's territory.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 3d. Battle of Sekigahara 1600
S2ESCSEK \__________________________________________
How to Unlock: Clear Incident at Honnoji 1582.
Hideyoshi Toyotomi would eventually unify all of Japan. However, his clan's
reign would not last long. When Hideyoshi passes away, Japan is once again
thrown into turmoil. Mitsunari Ishida, a cunning man who looks to preserve
the Toyotomi rule, controls the Western Army. Ieyasu Tokugawa, an ambitious
man looking to carve his own path in the history books, controls the Eastern
Army. Soon, not even fate could stop the wheels that were set into motion as
the two armies would face off at Sekigahara...
In this scenario, only the Toyotomi clan controls multiple fiefs. Everyone
else starts off with only one territory. After one turn, you will be given a
choice to participate in the Battle of Sekigahara. I don't think there is a
single territory on the board that doesn't participate in this battle. You
can choose to not take part. If you don't take part in the battle, the battle
will end in a draw. If you do decide to participate, you will join either the
Eastern or Western Army, depending on what force you are currently playing as.

There are so many untold stories of this era of Japan. Many different paths
that could have been walked, many decisions left unmade, many battles left

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 3f. Regional Scenarios 1561
S2ESCREG \__________________________________________
How to Unlock: Initially available.
Throughout history, there have always been small skirmishes along borders.
Man's natural want for more causes people to not be satisfied with what they
currently have. Neighbors that were once friends can quickly turn into
enemies when seen through the green tinted eyes of envy and want. The reasons
may be varied, but the consequences are the same. In the end, only conflict
is inevitable when two forces want something that there is only one of...
The following are regional scenarios and are all initially available:
Unification of Tohoku
Unification of Kanto
Unification of Chubu
Unification of Kansai
Unification of Chugoku
Unification of Kyushu
In these scenarios, you control your clan in a small region of the world. You
only have to control a small area of Japan to win. Therefore, it is much
quicker to clear than unifying all of Japan. However, a smaller area means
limited resources, so you must allocate your gold wisely. When you have
conquered the entire territory, you will be given a choice to conquer all of
Japan next.
Certain policies can only be obtained during regional scenarios.

taken place during this time period. I will list the battles and the
requirements for them as I unlock them.
----------------------
Battle of Kawanakajima
----------------------
Scenario: Battle of Kawanakajima 1561
Requirements: Both Kenshin Uesugi and Shingen Takeda are forces on the map
and you are playing as one of the two, one turn has passed in the scenario.
-----------------
Battle of Anegawa
-----------------
Scenario: Battle of Anegawa 1570
Requirements: The Asakura clan, Azai clan, Oda clan, and Tokugawa clan are
all forces on the map and you are currently playing as one of them, one
turn has passed in the scenario.
-------------------
Incident at Honnoji
-------------------
Scenario: Incident at Honnoji 1582
Requirements: Both the Mitsuhide Akechi and Nobunaga Oda are forces on the
map and you are currently playing as one of the two, one turn has passed
in the scenario.
--------------------
Battle of Sekigahara
--------------------
Scenario: Battle of Sekigahara 1600
Requirements: Both Ieyasu Tokugawa and Mitsunari Ishida are forces on the
map, one turn has passed in the scenario, and you currently have a pulse
and are currently playing as a ruler of a clan (meaning everyone gets to
join in on the fun, I don't think a single clan is left out of this
battle).
--------------
Osaka Campaign
--------------
Scenario: Battle of Sekigahara 1600
Requirements: Both Hideyori Toyotomi and Ieyasu Tokugawa are forces on the
map and you are currently playing as Hideyori (I don't think you can be
Ieyasu and trigger it), you must only have two fiefs and Ieyasu must have
at least four, and you must have Yukimura Sanada in your army. This
battle will trigger between 1615 and 1619.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 5. Policies
S2EPOLIC \__________________________________________
Policies cards are what you use to give orders to your land during the
Strategy Phase of the game. You start off with very few policy cards. As you
progress through the game, your officers will suggest newer policies through
the Consult menu. When they suggest a new policy and you use that policy, you
unlock that card for use in the Decree menu. When a new policy is unlocked,
you will be able to use that card in any game you play from then on out.
Certain officers will suggest certain policies. Also, you can get certain
policies to be suggested by using another policy often.
I have tried my best to outline the exact requirements for a policy to appear,
but most of the time, there is no clear cut way to getting a policy. It's
just my best guess sometimes. A lot of policies that need to be unlocked will
only be suggested by certain officers. The trick is to find the correct
officers that will suggest the policies. Special thanks to Wandrian Wvlf and
Sanze Zero for providing the officers that can suggest these tactics and to
Xiahou Mao for providing hints on unlocking some policies.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 5a. Domestic
S2EPODOM \__________________________________________
Domestic policies are policies that normally help raise the income of your
force. Also, certain policies involving the civilians of your lands are also
here.
-------
Develop
-------
Cost: 0
Effect: Encourages development within your fiefs, giving you 300 gold.
How to Unlock: Initially available.
Uses: This is good to use when you have very little gold. However, this
becomes obsolete when you gain Develop x2.
----------
Develop x2
----------
Cost: 0
Effect: Strongly encourages development within your fiefs, giving you a
random amount of gold but normally more than 300.
How to Unlock: Use Develop often to get this suggested.
Uses: When you get Develop x2, you should always use this over Develop,
since you always get more gold. This is good to use when you have very
little gold and has no risks in use.
----
Mine
----
Cost: 500
Effect: Mines for minerals in your territory to trade for gold. Can only be
used when you control a fief that has a mine.
How to Unlock: Take over a fief that has a mine.
Uses: This policy involves a risk. Sometimes, you will make more than the
500 gold it costs you to use. Sometimes, you will make less than the 500
gold. Plus, there's the added downside that you need to have a mine in
one of your fiefs to use.
---------
Cultivate
---------
Cost: 300
Effect: One fief increases its harvest value.
How to Unlock: Initially available (I think).
Uses: Increasing your harvest is always a good thing early on, but later on
when you control a lot of fiefs and gold normally isn't a problem, you
really don't need to focus on your harvest. Either way, it might be best
just to wait for your officers to suggest this during a Consult with
something else you really want to perform. This becomes almost obsolete
when you obtain Cultivate x2 or Cultivate All.
------------
Cultivate x2
------------
Cost: 700
Effect: One fief greatly increases its harvest value.
How to Unlock: Use Cultivate often.
Uses: This is a much better and a little more costly version of Cultivate.
As before, harvest is a good thing early on but can become a stat you can
ignore when you obtain more gold than you know what to do with. This
policy can become obsolete when you obtain Cultivate All and a lot of
gold.
-------------
Cultivate All
-------------
Cost: 1500
Effect: All fiefs under your control increase their harvest value.
How to Unlock: Obtained during Unification of Kanto scenario from Ujiyasu
Hojo when you are playing as the Hojo clan.
Uses: The best Cultivate out there, since it raises the harvest levels of
all your fiefs. Of course, you need a lot of gold in order to avoid going
broke using this.
----------
Inspection
----------
Cost: 300
Effect: Listens to your people's suggestions in order to raise their view of
you.
How to Unlock: Initially available.
Uses: If you are having problems with peasant uprisings, then using this
will help quell them. Normally, as long as you don't use Emergency Tax
often, you can get away with just using Inspections from the Consult menu
to keep the civilians happy.
-------------
Emergency Tax
-------------
Cost: 0
Effect: Demands 500 gold from your people and lowers their view of you.
How to Unlock: Initially available.
Uses: If you don't care about the people or are looking to see what happens
when you're an ass to your subjects, then use this. It gives you more
gold than Develop and gives you a set amount.
-----------
Benefaction
-----------
Cost: 2000
Effect: Distributes the 2000 gold among your people to greatly raise their
view of you.
How to Unlock: Use Inspection and Exemption often (this policy is not
available for use unless the people really like you).
Uses: If you have lots of gold in your reserves, why not spread it amongst
the populous? Using this pretty much guarantees that there will always be
civilians willing to defend your territories from outside invaders.
------------
Confiscation
------------
Cost: 0
Effect: Greatly taxes your people and forces them to work harder, giving you
gold, increasing your fortifications, and greatly lowering their view of
you.
How to Unlock: Use Emergency Tax and Conscript often (this policy is not
available for use unless the people really hate you).
Uses: This policy gives you a lot of gold and helps fortify your territory,
but it also causes everyone to hate you and think that you're a miserable
slime ball. If you can deal with the hit you will take to your conscious,
then go ahead and be an evil ass. After all, you're only hurting
computerized people.

FAQ/Strategy Guide \ 5b. Armaments
S2EPOARM \__________________________________________
Armament policies deal with your weapons, fortifications of your territories,
and your mounts. These policies can help greatly with your battles, as the
stronger your weapon is, the more likely you will be able to dominate your
opponents on the field. The weapon levels are explained in more details in
Chapter 7.
----------
Swordsmith
----------
Cost: 500
Effect: Increases the tech level of your swords.
How to Unlock: Initially available.
Uses: If you're using a lot of sword characters, then you want to focus on
this first, naturally.
----------
Spearsmith
----------
Cost: 500
Effect: Increases the tech level of your spears.
How to Unlock: Initially available.
Uses: Pikes are also increases by this policy. If you're using a lot of
spears and pikes, then focus here first.
-------------
Special Smith
-------------
Cost: 500
Effect: Increases the tech level of your special weapons.
How to Unlock: Initially available.
Uses: All other weapons that don't look like a sword or a spear fall into
this category. There aren't any generic officers that use any special
weapons, so this is strictly to raise the level of your unique officers
using special weapons.
---------
All Smith
---------
Cost: 2000
Effect: Increases the tech level of all weapons.
How to Unlock: Use the other smith policies often.
Uses: This policy is very expensive, but it can be a quick way to power up
all of your weapons. If you have the money to spare, this is the way to
go.
-------
Fortify
-------
Cost: 300
Effect: Increases the defense of a fief.
How to Unlock: Initially available.
Uses: Defense can help you with defensive auto battles. Also, defense
increases the number of redeployment your forces have. This policy
becomes obsolete when you obtain Fortify x2 or Fortify All.
----------
Fortify x2
----------
Cost: 700
Effect: Greatly increases the defense of a fief.
How to Unlock: Use Fortify often.
Uses: This is a more powerful version of Fortify, allowing you to more
quickly raise your defenses. When you obtain Fortify All and more gold,
then this policy loses its luster.
-----------
Fortify All
-----------
Cost: 1500
Effect: Increases the defense of all fiefs under your control.
How to Unlock: Random consultation, can be obtained from Ujiyasu Hojo.
Uses: When you have enough gold, this becomes a much better way to increase
the defense of your fiefs.
----------
Find Mount
----------
Cost: 400
Effect: Captures a wild horse and adds it to your mounts. Can only be used
when you have less than four mounts.
How to Unlock: Have less than four mounts and then take over a territory
with a Horse Habitat.
Uses: This can be a cheaper way to obtain a mount than the Shop, but most of
the time, you will get a crappy horse. Still, you may end up getting
lucky and finding a really good horse that you can raise into a
powerhouse.
-----------
Train Mount
-----------
Cost: 500
Effect: Trains a mount to increase its experience.
How to Unlock: After you have used Find Mount, this can sometimes be
suggested through the Consult menu.
Uses: It can sometimes be a pain to wait for a horse to gain experience
through battle. This policy can help speed things up some.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 5c. Troops
S2EPOTRO \__________________________________________
Troop policies deal with your army. These policies normally increase the
amount of troops that your officers has, although there is one policy that
decreases your troop amounts. After a battle, it's always good to refill your
armies with fresh troops.
------------
Recruit-Some
------------
Cost: 200
Effect: Increases the troop count of a single officer by 1000.
How to Unlock: Initially available.
Uses: This is a good starting point and especially useful for those officers
with low troop counts or those officers that only need a couple of troops
to be maxed out, but other than that, there are much better policies out
there.
------------
Recruit-Many
------------
Cost: 500
Effect: Increases the troop count of a single officer by 2000.
How to Unlock: Use the Recruit-Some policy often.
Uses: This is much better than the Recruit-Some policy. It’s a cost
effective way to top off an officer at the end of a battle.
-----------
Recruit-All
-----------
Cost: 1000
Effect: Increases the troop count of a single officer to max.
How to Unlock: Use the Recruit-Many policy often.
Uses: When you first obtain an officer that has no troops, this can be a
quick and easy way to get him ready for battle. You should really only
use this when you need to restore more than 3000 troops to a unit.
---------
Draft-Few
---------
Cost: 500
Effect: Increases the troop count of all officers by 500.
How to Unlock: Use the Recruit-Some policy often (not completely sure).
Uses: Drafting troops can sometimes be more cost effective if you have lots
of officers in your army. Unfortunately, you end up giving less troops
per officer when you draft.
----------
Draft-Some
----------
Cost: 1000
Effect: Increases the troop count of all officers by 1000.
How to Unlock: Random consultation, can be obtained from Katsuyori Takeda.
Uses: After a battle, this is a good policy to use to ensure that all of
your officers get some of their troops back. This is a much better policy
to use than Draft-Few. The cost isn't too bad for the effect either.
----------
Draft-Many
----------
Cost: 2000
Effect: Increases the troop count of all officers by 2000.
How to Unlock: Random consultation, can be obtained from Ieyasu Tokugawa.
Uses: Giving everyone a quick 2000 troops is always good. However, this is
an expensive policy, so only use it when you have spare gold.
------------
Draft-Random
------------
Cost: 600
Effect: Increases the troop count of all officers by a random amount.
How to Unlock: Obtained during Unification of Chugoku scenario from
Chikayasu Kosokabe or most of the Chosokabe clan when you are playing as
the Chosokabe clan.
Uses: Doesn't seem to give anything above 500 too often, but it's a nice
policy to have to give everyone some troops for a low amount.
---------
Exemption
---------
Cost: 300
Effect: Allows 20% of your troops to be released.
How to Unlock: Use the Inspection policy often (this policy is not
available for use unless the people really like you).
Uses: This is only useful if you are trying to become a benevolent ruler.
Otherwise, this has no other uses. A good way to use this policy is to
use it and then immediately use the Draft-Some policy afterwards to regain
those troops. That way, the people still like you and you still have your
army in tact, for the most part.
---------
Conscript
---------
Cost: 3000
Effect: Forcibly increases all of your officers troop counts to max.
How to Unlock: Use the Emergency Tax policy often (this policy is not
available for use unless the people really hate you).
Uses: This is the quickest way to get your entire army maxed out. Of
course, the people will end up hating you afterwards, but if you're seeing
this policy in your menu, the people already hate you. There really isn't
a difference between weak hate and strong hate anyways. Hate is hate.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 5d. Personnel
S2EPOPER \__________________________________________
Personnel policies deal with finding people worthy of becoming officers for
your clan. These policies help you find and recruit those officers in your
lands or in distant lands. After all, you can't take over all of Japan by
yourself. Well, you can try, but it would be very hard to do so. You can't
be everywhere at once, you know.
------------
Search-Local
------------
Cost: 200
Effect: Searches for a ronin within your territory and attempts to hire
them.
How to Unlock: Random consultation.
Uses: This normally just turns up a generic officer. However, every once in
a while, you may get a unique officer to turn up. Use this to help
quickly fill up your ranks.
-----------
Search-Wide
-----------
Cost: 400
Effect: Searches for a ronin anywhere in Japan and attempts to hire them.
How to Unlock: Random consultation, can be obtained from Yukimura Sanada.
Uses: This gives you more of a chance to get a good officer to appear, since
you have a wider area to search from. This could also mean that you have
a lot more generic officers to appear as well...
----------
Hire-Local
----------
Cost: 600
Effect: Lists all ronins in your territory and officers in neighboring fiefs
and allows you to choose one for an employment attempt.
How to Unlock: Random consultation.
Uses: You will very rarely be able to pull an officer from another force.
Still, every once in a while, you may be able to do so...
---------
Hire-Wide
---------
Cost: 800
Effect: Lists all ronins in any territory and any officer in any force and
allows you to choose one for an employment attempt.
How to Unlock: Random consultation, can be obtained from Okuni.
Uses: This basically lists everyone everywhere. It's sometimes hard to pull
another officer from another force.
----
Seek
----
Cost: 1200
Effect: Lists some ronins in your territory and officers in neighboring
fiefs and allows you to choose one for an employment attempt. I believe
this is a guaranteed employment.
How to Unlock: Random consultation, can be obtained from Hideyasu Togawa.
Uses: If this is, indeed, a guaranteed employment (which I'm pretty sure it
is, since I've never had anyone say no to me when I used this), then this
is a much better policy than Hire-Local or Hire-Wide, since those involve
the chance of being turned down.
--------
Headhunt
--------
Cost: 1500
Effect: Attempts to employ any ronin or enemy officer by asserting your
honor as a lord.
How to Unlock: Obtained during Unification of Chubu scenario from Nobushige
Takeda when you are playing as the Takeda clan.
Uses: This sounds like it is based on how good or how bad you are as a
ruler, but I can't be too sure about this. It just seems like it is a
more expensive Hire-Wide that has the ability to fail.

FAQ/Strategy Guide \ 5e. Training
S2EPOTRA \__________________________________________
Training policies provide experience, stats, and skills to your officers.
These skills are best used to permanently give skills to your officers. Any
clan skills that your officers may have gotten have a chance to be permanently
obtained if you use these policies. This is also an easier way to ensure that
you obtain the rare skills for your officers.
-----
Train
-----
Cost: 600
Effect: Raises the experience of an officer.
How to Unlock: Random consultation, this can be obtained from Nene.
Uses: This allows you to gain experience outside of battle. Please do note
that you cannot gain skills from this (unless you obtain a skill that you
would have naturally have gotten through a level up).
------------
Tea Ceremony
------------
Cost: 300
Effect: Two officers compete to see who has the better tea. The winner can
gain stat points in Life, Musou, and Dex. Also, skills can be learned
from the losing officer. This policy helps raise the culture of your
territory.
How to Unlock: Initially available.
Uses: Apparently, tea is like a battlefield. How they are similar, I don't
really know. I guess I'm not Asian enough to know that secret. I prefer
the Debate policy for obtaining skills, though.
------
Debate
------
Cost: 300
Effect: Two officers compete in a debate. The winner can gain stat points
in Defense, Speed, and Luck. Also, skills can be learned from the losing
officer. This policy helps raise the culture of your territory.
How to Unlock: Initially available.
Uses: I personally have the most luck in transferring skills by using
Debates. I don't have as much luck with the other two policy types.
----
Duel
----
Cost: 300
Effect: Two officers compete in a duel. The winner can gain stat points in
Attack, Ride, and Luck. Also, skills can be learned from the losing
officer. This policy helps raise the culture of your territory.
How to Unlock: Initially available.
Uses: Duels can be useful for raising the attack power of your officers. I
prefer using Debates to learn skills.
---------
All-Round
---------
Cost: 400
Effect: Two officers compete in the arts of tea ceremony, debate, and
dueling. The winner can probably gain stat points in anything and the
stat increase is usually higher. Also, skills can be learned from the
losing officer. This policy helps raise the culture of your territory.
How to Unlock: Obtained during Unification of Kansai scenario from Yoshiaki
Ashikaga when you are playing as the Ashikaga clan.
Uses: It does give a pretty nice stat bonus to the victor, but it is harder
to control what goes up with this. If you are targeting a specific stat
you want to raise, then use the more specific training policies.
Otherwise, you should use this one.
-------------
Tea Gathering
-------------
Cost: 800
Effect: Eight random officers compete in an elimination style match to see
who has the best tea. Multiple officers can gain stat points in Life,
Musou, and Dex. Also, new skills can be learned. This policy helps raise
the culture of your territory.
How to Unlock: Initially available.
Uses: This is mainly used to raise culture and raise the overall skills of
your officers. If you're targeting a specific officer, use the one on one
policies.
----------
Conference
----------
Cost: 800
Effect: Eight random officers compete in an elimination style match to see
who is the best at debate. Multiple officers can gain stat points in
Defense, Speed, and Luck. Also, new skills can be learned. This policy
helps raise the culture of your territory.
How to Unlock: Initially available.
Uses: This is mainly used to raise culture and raise the overall skills of
your officers. If you're targeting a specific officer, use the one on one

These can be extremely useful in helping to take over Japan.
--------------
Short Alliance
--------------
Cost: 400
Effect: Makes an alliance for one year (four turns) with a clan.
How to Unlock: Initially available (I think).
Uses: This is a good way to quickly keep your enemies in check. I don't
think the other clan will ever say no, but don't hold me to that. Also,
if you assist your ally with a Joint Attack or help them with defending
their territory, then you will gain a good amount of gold, which can be
extremely helpful early on.
-------------
Long Alliance
-------------
Cost: 1000
Effect: Makes an alliance for three years (twelve turns) with a clan.
How to Unlock: Use Short Alliance a couple of times. It will then appear as
a random consultation.
Uses: This is an even better way to keep an enemy in check. It is always
useful to keep one side of Japan locked up with alliances while you are
focusing on the other side. Plus, 1000 gold isn't too much of a price to
pay, considering that helping with a successful Joint Attack nets you
5000.
-------
Request
-------
Cost: 500
Effect: Requests reinforcements from an allied force for this turn only.
How to Unlock: Have an alliance and then this will appear as a random
consultation.
Uses: The amount of help you receive isn't that great, so it's hardly worth
the trouble.
--------
Threaten
--------
Cost: 400
Effect: Forces an ally into subordination. If the ally is already a
subordinate, this will force the ally to surrender.
How to Unlock: Random consultation after having an alliance already and that
force surrounded, can be obtained from Ieyasu Tokugawa.
Uses: A subordinate force is a permanent ally and does not have to be
defeated to unify Japan. This can be really helpful when you don't want
to deal with smaller forces, but it can sometimes not work.
--------------
Annul Alliance
--------------
Cost: 300
Effect: Annuls an alliance with another force.
How to Unlock: Have multiple alliances and then this will appear as a random
consultation.
Uses: This is useful to those who are impatient and don't want to wait
twelve turns.
------------
Request Rank
------------
Cost: 500
Effect: Requests the Imperial Court to promote you in rank.
How to Unlock: Have control of a fief that has the Imperial Court.
Uses: Higher ranks increase the money you receive every season. To get
the highest rank, you need 1000 culture in your territory, the favor (or
maybe disfavor) of the people, all but 2 fiefs, and a lot of officers
serving you.
----
Shop
----
Cost: 100
Effect: Sends one officer to the shop to buy skills, buy the services of
ronin officers, buy mounts, and sell mounts.
How to Unlock: Have control of a fief that has a Shop.
Uses: This allows you to get most of the non rare skills for one officer, if
you have enough money to purchase them all. Also, you can sometimes get a
good mount from the shop to raise. Maximum mounts are always good mounts
to raise as you're guaranteed to get good stats at the end.
-------------
Chinese Trade
-------------
Cost: 1000
Effect: If the trading goes well, you can get a huge return on your
investment and sometimes, if you have been trading long enough, higher
culture, rare skills, and maybe even the Persian Mare mount, if you don't
already have four horses. If the trading doesn't go well, you will see a
loss in your investment. I believe the rare skills you can obtain through
Chinese Trade are Acclaim 1-4, Awakening 1-3, and Greed 1-4.
How to Unlock: Have control of a fief that has a Port (this policy can only
be used when you control a fief that has a Port).
Uses: This is the only way you can get the Persian Mare and the easiest way
you can get some of the rare skills. The rare skills you obtain become
clan skills, but you can use a Tea Ceremony, Debate, or Duel to make it a
permanent skill for one of your officers. The return on your investment
is normally close to double the cost if the trading goes well and the loss
is normally only around 300 gold if the trading doesn't go well, so it
normally doesn't hurt to invest in this policy.
-------------
Western Trade
-------------
Cost: 1000
Effect: If the trading goes well, you can get a huge return on your
investment and sometimes, if you have been trading long enough, higher
culture, rare skills, and maybe even the Moon Child mount, if you don't
already have four horses. If the trading doesn't go well, you will see a
loss in your investment. I believe the rare skills you can obtain through
Western Trade are Master 1-4, Greed 1-4, and Opportunity 1-3.
How to Unlock: Have control of a fief that has a Trading Post (this policy
can only be used when you control a fief that has a Trading Post).
Uses: This is the only way you can get the Moon Child and the easiest way
you can get some of the rare skills.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 5g. Plots
S2EPOPLO \__________________________________________
Plots are foreign policy policies that normally involve subterfuge. These
policies are designed to cause havoc in the opposing territories, making them
easier to take down in the end.
------------
Entice Enemy
------------
Cost: 800
Effect: Attempts to convince another force's officer to defect to your side
during battle.
How to Unlock: Random consultation, can be obtained from Kotaro Fuma.
Uses: If it works, it can be helpful during battle, giving you an extra ally
and weakening your opponent.
--------------
Cause Uprising
--------------
Cost: 300
Effect: Attempts to cause the people of another force's fief to rebel.
How to Unlock: Random consultation, can be obtained from Masamune Date.
Uses: Not really much of a point to this policy. It may stall an opponent
for one turn, but it won't cause too much damage to them.
------------
Cause Revolt
------------
Cost: 400
Effect: Attempts to entice an enemy officer to revolt and declare
independence.
How to Unlock: Random consultation, can be obtained from Hanzo Hattori.
Uses: This policy normally doesn't work and even when it does, the revolt is
normally put down in a hurry, causing little to no damage to your
opponents.
-------------
Invite Attack
-------------
Cost: 600
Effect: Provokes an attack from an opposing fief.
How to Unlock: Random consultation, can be obtained from No.
Uses: This policy is a very good policy and has multiple uses. The main use
for this policy is to cause your opponent to attack your strengthened land
with their army to weaken their army. It's easier to defend your
territory than it is to invade an opponent's territory. After they are
weakened, you can go into their lands for the kill. Another good use for
this policy is if you are trying to unlock certain policies or events.
Certain policies like Hard March and events like the Siege of Osaka Castle
involve you having certain amount of fiefs or certain fiefs in certain
conditions. This way, you can abandon fiefs you don't want and invite an
attack to lose them.
----------
Hard March
----------
Cost: 1000
Effect: Allows you to attack any fief for one turn.
How to Unlock: When you own two areas that are completely cut off from one
another, this policy can appear as a random consultation, can be obtained
from Hattori Hanzo.
Uses: This policy is extremely cheap. You're basically allowed to attack
anywhere you want, which means you can take over any force you want
without having to fight to their capital. Of course, this policy is
really nice when you want to get rid of big clans right away...
---------
Secession
---------
Cost: 500
Effect: Attempts to convince an enemy officer to secede from his force and
become a ronin.
How to Unlock: Random consultation.
Uses: Sometimes if they don't want to join you, the next best thing is to
get them to leave their ruler.
--------
Renounce
--------
Cost: 600
Effect: Attempts to break an alliance between two forces.
How to Unlock: Must have an alliance between two opposing forces before this
becomes a random consultation, can be obtained from Yoshihisa Shimazu.
Uses: Breaking off an alliance between two forces can making going into
battle easier, since you have less people to worry about.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 6. Tactics and Formations
S2ETACTI \__________________________________________
Tactics and formations are cards that are separate from the policy cards.
These have their own separate menus, but they are suggested the same way in
the Consult menu. These policies involve the battle phase of the game and can
sometimes be the difference between victory and defeat. Special thanks to
Wandrian Wvlf for providing the officers that can suggest these tactics.
________________________________
Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 6a. Advantage Tactics
S2ETAADV \__________________________________________
These tactics are designed to give you an advantage during the battle. These
tactics are always in effect during the battle.
-----------
Equal Start
-----------
Cost: 1000
Effect: Begins the battle with roughly half of the bases on the battlefield
under your control.
How to Unlock: Random consultation, can be obtained from Nagamasa Azai and
Kageie Kakizaki.
Uses: Normally, you start off a battle with only two or three bases and the
enemy breathing down your neck. Using this tactic allows to make things
more even (actually, more unfair for your opponent) and can help you reach
the enemy main camp quicker.
-------------
Neutral Start
-------------
Cost: 1500
Effect: Begins the battle with all bases other than the main camps neutral.
How to Unlock: Random consultation, can be obtained from No and Sakon Shima.
Uses: With this tactic, it's good to combine with a fast horse. Sometimes,
you can extend your supply line almost all the way to the enemy main camp
before they the enemy can set up a defensive perimeter, making this
sometimes more useful than Equal Start.
-----------
Extend Time
-----------
Cost: 400
Effect: Extends the time limit for a battle by 10 minutes.
How to Unlock: Random consultation, can be obtained from Shigezane Date and
Ujimasa Hojo.
Uses: This tactic is good to use when you're invading a tough opponent and
you think you might need more time to defeat them. Also, this can be
useful for giving you more time to get 500 or 1000 kills on a stage to get
your fourth weapon or the ability to break your max stats.
------------
Shorten Time
------------
Cost: 1000
Effect: Shortens the time limit for a battle by 5 minutes.
How to Unlock: Random consultation, can be obtained from Kansuke Yamamoto
and Kojiro Sasaki.
Uses: This should be used for defensive battles that you don't think you can
win by defeating your opponent's main commander. This way, you spend less
time on the battlefield and more time doing other things, like making sure
you don't end up in a situation where you can't defend your territory.
-------------
Assist Revolt
-------------
Cost: 500
Effect: If peasants are revolting in a territory that you are attacking, you
will be able to gain their assistance with this tactic.
How to Unlock: Random consultation, can be obtained from Sadayu Suzuki and
Masanobu Honda.
Uses: Peasants aren't exactly the best attackers on the battlefield, so
their help is minimal at best.
-------
Upgrade
-------
Cost: 500
Effect: Enables superior items to appear more often.
How to Unlock: Random consultation, can be obtained from Chikasue Ando and
Saizo Kani.
Uses: I'm not sure if this means that the stat upgrade for your weapons at
the end will improve or the chances of you getting stat boosters during
the battle like the Attack x2 swords will improve. I'm guessing the
latter, since most of these tactics affect the battlefield and not the end
of the battle.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 6b. Maneuvers Tactics
S2ETAMAN \__________________________________________
Maneuver tactics are tactics that typically involve dealing with the armies
themselves. There are a variety of tactics in this set.
------
Hinder
------
Cost: 300
Effect: Delays the speed at which enemy units replenish their troops during
the battle.
How to Unlock: Random consultation, can be obtained from Kazumasa Isono and
Yasutomo Asahina.
Uses: Troop count is important to battles, but normally, you shouldn't be
too overwhelmed when fighting an opponent if you have been managing your
troop counts. Still sometimes at harder difficulties, this can help keep
you from getting flooded with enemy soldiers.
--------
Expedite
--------
Cost: 400
Effect: Increases the speed at which allied units replenish their troops
during the battle.
How to Unlock: Random consultation, can be obtained from Yasuharu Wakisaka
and Naomasa Azai.
Uses: The bigger your army is, the more able your allies will be able to
defend the bases they are guarding while you're out on the attack.
--------
Blockade
--------
Cost: 800
Effect: Halts enemy reinforcements for this battle.
How to Unlock: Random consultation, can be obtained from Terumoto Mori and
Morinobu Nishina.
Uses: Reinforcements for the enemy can help increase their morale and can
sometimes, give you a headache at a place opposite of your current
location. The best way to deal with reinforcements is to keep them from
appearing.
--------------
Point Increase
--------------
Cost: 600
Effect: Doubles the experience received by the officer you are controlling
for this battle.
How to Unlock: Random consultation, can be obtained from Mitsunari Ishida
and Ranmaru Mori.
Uses: This is a pretty straight forward tactic. If you're not using another
tactic for the battle you are currently on, you should then always have
this handy to help your officer become more powerful.
------------
Scout Report
------------
Cost: 100
Effect: Informs you of your enemy's movements when you check out the enemy
officer's information at the start menu.
How to Unlock: Random consultation, can be obtained from Okuni and Musashi
Miyamoto.
Uses: Just like in real life, information can sometimes be more important
than officers and troops. If you know where your enemy is going to go,
then you can better strategize where you want to go. This is especially
useful for cutting off an enemy officer's supply line, allowing you a
better chance to capture him.
--------
Surround
--------
Cost: 700
Effect: Stops enemy officers from fleeing when they are at a disadvantage.
How to Unlock: Random consultation, can be obtained from Ina and Yoshinao
Oniwa.
Uses: It stops the enemy from being annoying and leaving when they are
almost dead, but so does a fast horse.
-------
Recover
-------
Cost: 1200
Effect: The troops you lose for refilling your life gauge is reduced by
half.
How to Unlock: Random consultation, can be obtained from Ieyasu Tokugawa and
Motochika Chosokabe.
Uses: Whenever you pick up a health item on the battlefield, the number of
troops in your army takes a hit. This tactic will help soften the blow of
that hit. Of course, a better way to soften the blow of that hit is to
not pick up any health items at all and just not get hit at all, but this
is a nice backup plan.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 6c. Units Tactics
S2ETAUNI \__________________________________________
Unit tactics are those tactics that get unique units to join your army. These
tactics are the reasons why you sometimes face off with the annoying cavalry
units or the annoying wind ninja units and the like. So, these tactics are
more there to annoy you than really to help you.
--------
Spearmen
--------
Cost: 200
Effect: Hires a unit of spearmen to join your army.
How to Unlock: Random consultation, can be obtained from Tadakatsu Honda and
Katsuie Shibata.
Uses: Spearmen like to stand around, so they're good for defense, but not
good for offense.
-------
Cavalry
-------
Cost: 300
Effect: Hires a unit of cavalry to join your army.
How to Unlock: Random consultation, can be obtained from Shingen Takeda and
Kagekatsu Uesugi.
Uses: They can be useful in getting rid of annoying pests sometimes, but not
much more than that.
----------
Musketeers
----------
Cost: 300
Effect: Hires a unit of musketeers to join your army.
How to Unlock: Random consultation, can be obtained from Nobunaga Oda and
Magoichi Saika.
Uses: Useful for knocking enemies off of a horse, but useless like most of
the other units.
----
Sumo
----
Cost: 600
Effect: Hires a unit of sumo to join your army.
How to Unlock: Random consultation, can be obtained from Okuni and Kazumasu
Takigawa.
Uses: They're powerful, but slow, so don't expect to see them very much if
you excel and quickly charging the enemy.
---------
Sky Ninja
---------
Cost: 400
Effect: Hires a unit of sky ninjas to join your army.
How to Unlock: Random consultation, can be obtained from Yukimura Sanada and
Motonari Mori.
Uses: See, I thought they were called Sky Ninjas the SW2 as well. Everyone
kept telling me that they were called Strike Ninjas in that game. Either
way, Sky Ninjas can be annoying, but only when they're on your opponent's
side fighting you.
----------
Wind Ninja
----------
Cost: 600
Effect: Hires a unit of wind ninjas to join your army.
How to Unlock: Random consultation, can be obtained from Hanzo Hattori and
Kotaro Fuma.
Uses: I wonder if the computer curses as much as I do when they see a unit
of wind ninjas in my army just looking the annoying the hell out of them?
Probably not.
----------
Fire Ninja
----------
Cost: 500
Effect: Hires a unit of fire ninjas to join your army.
How to Unlock: Random consultation, can be obtained from Hisahide Matsunaga.
Uses: It's always fun to see the enemies go boom.
--------
Sorority
--------
Cost: 300
Effect: Converts all soldiers in your army except for base guards and
special units into women.
How to Unlock: Obtained during Unification of Kyushu scenario from Dosetsu
Tachibana and Jyoun Takahashi when you are playing as the Tachibana clan.
Uses: I don't think there is a difference in strength between male soldiers
and female soldiers. I guess if you're just tired of seeing all male
soldiers all the time, you can use this for a nice change of pace, but
that's about all this is good for.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 6d. Special Tactics
S2ETASPE \__________________________________________
Special tactics are those tactics that must be triggered in the start menu
during the battle. Because of this, you can pick and choose when you want the
tactic to occur, hitting your opponent at the most inopportune time. Because
of this, these tactics can be really powerful.
-------
Capture
-------
Cost: 1600
Effect: Halves your abilities but allows you to capture any enemy you defeat
for a set time.
How to Unlock: Random consultation, can be obtained from Keiji Maeda and
Musashi Miyamoto.
Uses: If you're officer is very powerful or if you just absolutely must have
a certain officer, then this tactic is really good. Really good almost to
the point of broken, even if your abilities are halved.
-------------
Call Reserves
-------------
Cost: 1200
Effect: Restores the troop strength of all allied units during battle.
How to Unlock: Random consultation, can be obtained from Oichi and Nobufusa
Baba.
Uses: The enemy only thinks they're beating you down. Spring this one on
them and all of their hard work whittling down your army just went away.
------------
Poison Enemy
------------
Cost: 1200
Effect: Decrease the troop strength of all enemy units during battle.
How to Unlock: Random consultation, can be obtained from Tomonori Kitabatake
and Nagayoshi Manume.
Uses: The effect isn't really noticeable, but it's better than nothing.
----------
Set Ambush
----------
Cost: 600
Effect: Sets an ambush for an enemy unit.
How to Unlock: Random consultation, can be obtained from Sakon Shima and
Takanobu Ryuzoji.
Uses: Ambushes are nice, but they don't really do much to the enemy.
-----------
Charm Enemy
-----------
Cost: 700
Effect: Convinces enemy soldiers to defect and join your army during the
battle.
How to Unlock: Random consultation, can be obtained from Toyoji Arima and
Tsugutsura Cho.
Uses: Ambushes are nice, but they don't really do much to the enemy.
------------
Rally Troops
------------
Cost: 400
Effect: Increases the morale of all allied units to max.
How to Unlock: Random consultation, can be obtained from Bokuzen Ujiie and
Shigetaka Togo.
Uses: Since Dynasty Warriors 2, morale has always been an important aspect
of the game. The higher your morale, the less causalities you will
receive and the more powerful your units will be.
----------
Demoralize
----------
Cost: 300
Effect: Lowers the morale of all enemy units.
How to Unlock: Random consultation, can be obtained from Yoshihiro Shimazu
and Katsuie Shibata.
Uses: As if being on the losing side of a battle isn't demoralizing enough,
hit them with this to really drive their morale down.
----------
Slow March
----------
Cost: 400
Effect: Decreases the movement and attack frequency of all enemy units.
How to Unlock: Random consultation, can be obtained from Michinobu Kono and
Kanesada Ichijo.
Uses: This really helps keep the enemy in check if they are just all over
you. Then again, you shouldn't allow them to be all over you. However,
just in case, you should use this to slow down the pace of things if the
enemy is getting out of hand.
-----
Steal
-----
Cost: 200
Effect: Every hit you inflict on the enemy will earn you gold for a set
time.
How to Unlock: Obtained during Unification of Tohoku scenario from Terumune
Date, Tamenobu Tsugaru, or most of the Date clan when you are playing as
the Date clan.
Uses: Who doesn't want more gold? Combine this with the Lightning element
to really rack up the hits.
------
Supply
------
Cost: 300
Effect: An allied officer will assist you with randomly generated items for
a set time.
How to Unlock: Random consultation, can be obtained from Ranmaru Mori and
Nene.
Uses: Can sometimes be useful, but there are better tactics out there.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 6e. Formations
S2ETAFOR \__________________________________________
Formations are essential to the battle in SW2: Empires. Formations are
powerful because they provide an army wide power up bonus. Therefore, one
formation on your side can make a hard battle just a little bit more
manageable. However, a formation for your opponent could snatch defeat from
the jaws of victory.
Here is a table describing the effects of each formation:
Formation | |
Name | Level | Effect
-----------------------------------------------------------------------------
Fish | Attack 1 | Raises allies' attack power
-----------------------------------------------------------------------------
Goose | Attack 2 | Raises allies' attack power
-----------------------------------------------------------------------------
Arrow | Attack 3 | Raises allies' attack power
-----------------------------------------------------------------------------
Crane | Defense 1 | Raises allies' defense and consistently refills life
-----------------------------------------------------------------------------
Ring | Defense 2 | Raises allies' defense and consistently refills life
-----------------------------------------------------------------------------
Half Moon | Defense 3 | Raises allies' defense and consistently refills life
-----------------------------------------------------------------------------
Serpent | Speed 1 | Raises allies' speed and morale recovery
-----------------------------------------------------------------------------
Yoke | Speed 2 | Raises allies' speed and morale recovery
-----------------------------------------------------------------------------
Wheel | Speed 3 | Raises allies' speed and morale recovery
-----------------------------------------------------------------------------
Basic | None | None, default formation
When the same two formations are used, the formations will cancel each other
out. However, when two different formations of the same level are used, then
one formation will gain an added level bonus based on the types of formations
used. Attack gains a level bonus over Speed, Speed gains a level bonus over
Defense, and Defense gains a level bonus over Attack. Therefore, a Goose
formation (Attack Level 2) will nullify a Wheel formation (Speed Level 3), but
will be nullified by a Crane formation (Defense Level 1).
You obtain formations through two means. First, at the end of a successful
battle, you will obtain random formations. The other way you can get
formations is through policy cards. You can only have five formations at any
given time.
The following table lists the formations policy card costs, point
requirements, and who suggests the policies:
Formation | | | |
Name | Level | Cost | Pts. | Officers Who Suggest
-----------------------------------------------------------------------------
Fish | Attack 1 | 600 | 60 | Satoie Gamo, Kagetsugu Amakasu
-----------------------------------------------------------------------------
Goose | Attack 2 | 800 | 120 | Hidemasa Hori, Hideie Ukita
-----------------------------------------------------------------------------
Arrow | Attack 3 | 900 | 180 | Tadakatsu Honda, Katsuyori Takeda
-----------------------------------------------------------------------------
Crane | Defense 1 | 500 | 60 | Ina, Hideyasu Togawa
-----------------------------------------------------------------------------
Ring | Defense 2 | 700 | 120 | Mototada Torii, Rairen Shimozuma
-----------------------------------------------------------------------------
Half Moon | Defense 3 | 800 | 180 | Nagamasa Azai, Yoshihiro Shimazu
-----------------------------------------------------------------------------
Serpent | Speed 1 | 500 | 60 | Yasumasa Sakakibara, Shigenari Kimura
-----------------------------------------------------------------------------
Yoke | Speed 2 | 700 | 120 | Naomasa Ii, Naotsune Endo
-----------------------------------------------------------------------------
Wheel | Speed 3 | 1000 | 180 | Kenshin Uesugi, Kanetsugu Naoe
-----------------------------------------------------------------------------
Basic | None | None | 0 | None

FAQ/Strategy Guide \ 7. CAW and Generic Officers' Move Sets
S2EGENER \__________________________________________
I will not be listing the move sets of the unique officers in SW2, except for
Kojiro Sasaki and Katsuie Shibata. The reason being is that I have already
done so in my SW2 guide and I don't feel like padding my KB stats for GameFAQs
(after all, that's what my Soul Calibur III guide is there for).
This section will list the move sets for the generic officers, as well as all
the basics to creating a new officer in the game.
________________________________
Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 7a. CAW Basics
S2EGECAW \__________________________________________
CAW stands for Create A Warrior. In SW2: Empires, you have the ability to
create a new warrior and use that warrior to forge a new path into the history
of Japan. You can create up to 15 new warriors to fight across the
battlefields of Japan.
When creating a new warrior, you must first give him or her a name. After
that, you must choose the model for your character. The models are preset.
There are 10 male models and 3 female models with 10 colors to choose from.
After that, you must choose a weapon for your character. Males and females
choose from different weapons. Here is a list of the weapons you can choose
for each gender:
Male | Female
-----------------------------------------------
Other-Sword | Other-Sword
Other-Spear | Other-Spear
Other-Naginata | Other-Naginata
Yukimura Sanada | Nobunaga Oda
Nobunaga Oda | Okuni
Magoichi Saika | Magoichi Saika
Masamune Date | Masamune Date
Hanzo Hattori | No
Ranmaru Mori | Hanzo Hattori
Hideyoshi Toyotomi | Ranmaru Mori
Tadakatsu Honda | Hideyoshi Toyotomi
Mitsunari Ishida | Tadakatsu Honda
Nagamasa Azai | Ina
Sakon Shima | Nagamasa Azai
Kanetsugu Naoe | Ginchiyo Tachibana
Musashi Miyamoto | Kanetsugu Naoe
| Nene
| Musashi Miyamoto
After you have picked your weapon, if you have picked one of the three other
weapons, then you can choose from a list of special moves. These special
moves are preset, meaning you cannot mix and match them. If you have chosen a
weapon of a unique officer, then you will have their special moves. After
that, you must pick out the voice (can choose from 4 voices), the self skill
(can choose from 11 self skills), ability type (can choose from 7), war
ability (can choose from 4), family crest (can choose from 67), and your Musou
and True Musou kanji symbols (can choose from a lot of them, don't feel like
counting). The only thing left to do is to save your character and then send
them out into battle.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 8. Skills
S2ESKILL \__________________________________________
Returning from Samurai Warriors are the skills. However, in Samurai Warriors
2, they have a much bigger role, since there are no longer items in the game.
The items were replaced with new skills. However, unlike items in Samurai
Warriors, there is no limit as to how many skills you can equip, which makes
the skills more powerful. The skills are broken up into five categories:
Ability, Growth, Battle, Special, and Self. Each skill other than the Self
skills has at least 3 levels. Some skills have a fourth level that has to be
gotten through completing certain tasks. This is explained in section 7f.
Also, there are some rare skills that cannot be bought. They can only be
learned from a defeated enemy general or can be obtained through the policy
cards Chinese Trade and Western Trade.
You can buy skills, learn skills when you level up, learn skills by defeating
enemy officers, or learn skills by using Training policy cards. You can only
buy skills in succession, meaning you must buy the first and second level of a
skill to get to level 3. When you are learning skills from an enemy general,
you can skip levels. You can go from level 0 or level 1 to level 3 without
having the levels in between. However, it is much easier to go from level 1
to level 2 to level 3. It's extremely hard to go from level 0 or level 1 to
level 3.
When learning a new skill from an enemy general, there are several factors
that you must consider. First off, having Prodigy 3 will increase your
chances of learning a new skill. Also, defeating the enemy general you are
trying to learn a skill from quickly and without taking much damage also will
increase your chances. While there is no official proof or documentation that
high luck will increase your chances, it certainly can't hurt any to have a
high luck stat. Finally, if you are attempting to learn a rare skill, I would
suggest getting all of the other skills in the same category first. This
tends to increase your chances of learning that rare skill. All in all, there
is a bit of randomness to learning skills. You can try to learn a skill for
hours and hours and then randomly get that very same skill when you least
expect it.
When using the Training policy cards to attempt to learn a new skill, first
you must have an officer that already has the skill. The best way to learn
that skill from that officer is to use a two person Training policy. The
winner of the Tea Ceremony, Debate, or Duel will then randomly gain stat
additions and maybe learn a skill that the loser already had.
Also, in this game, there are clan skills. These skills are known by every
one in your clan and are temporary to the game you are currently playing.
Certain fiefs specialize in certain clan skills. Also, you can purchase clan
skills from traveling merchants and gain them through the Western Trade and
Chinese Trade policies. You can make clan skills permanent by learning them
through the Training policies.

FAQ/Strategy Guide \ 8a. Ability Skills
S2ESKABI \__________________________________________
Ability skills are skills that power up your general's stats. These skills
replace most of the regular items in SW2. These skills add on to your
general's stats. Since there is no limit as to how many skills you can have
active, these skills will can be very useful and very powerful.
Vitality 1-3: Increases the life gauge.
Focus 1-3: Increases the musou gauge. This will not increase the
levels of the musou gauge. This will simply make each level of the gauge
longer.
Potence 1-3: Increases attack power.
Fortitude 1-3: Increases defense power.
Cavalier 1-3: Increases the ride stat.
Impulse 1-3: Increases speed.
Grace 1-3: Increases the dex stat.
Karma 1-3: Increases luck.
Equestrian 1-3: Increases the abilities of your mount.
Master 1-4: Increases all stats. This skill is a rare skill.

FAQ/Strategy Guide \ 8b. Growth Skills
S2ESKGRO \__________________________________________
Growth skills are skills that increase the growth of your character's stats.
When your character levels up, that character's stats also go up. Growth
skills increase the speed in which the stats grow. A character can get to
their max stats without the help of these skills. However, these skills help
max out stats quicker.
Vitality 1-3: Increases the growth in the life gauge.
Focus 1-3: Increases the growth in the musou gauge.
Potence 1-3: Increases the growth in attack.
Fortitude 1-3: Increases the growth in defense.
Cavalier 1-3: Increases the growth in the ride stat.
Impulse 1-3: Increases the growth in speed.
Grace 1-3: Increases the growth in the dex stat.
Karma 1-3: Increases the growth in luck.
Equestrian 1-3: Increases the growth in your mount's abilities.
Acclaim 1-4: Increases the amount of experience gained by 20% per skill
level. This skill is a rare skill.

FAQ/Strategy Guide \ 8c. Battle Skills
S2ESKBAT \__________________________________________
Battle skills are skills that affect your fighting ability. These skills can
range from increasing your musou abilities to elemental skills. Most of these
skills are very useful and can turn the tide of a battle.
Reach 1-3: Increases attack reach.
Sickle 1-3: Increases your chance to land a critical hit.
Rage 1-3: Increases musou charge.
Chaos 1-3: Increases your attack as your combo counter goes up. Since
combos are now based on hits on multiple enemies instead of just one
enemy, this skill is more useful than the one from the first Samurai
Warriors.
Resilience 1-3: Makes it harder for your general to flinch while being hit
by regular attacks and projectile attacks. It will eventually make it so
that projectile attacks will not make your general flinch at all and even
make it almost impossible to dizzy your general.
Element 1-3: Adds an elemental attack to the last four hits of your regular
S-string combo. Certain attacks cannot have an element added to that
attack.
Ele-Charge 1-3: Adds an elemental attack to your charge attacks. Certain
charge attacks cannot have an element added to that attack.
True Power 1-3: Increases the power of the element on your true musou.
Multi Power 1-3: Increases the power of the element on your double, triple,
and quadruple musous.
Awakening 1-3: At level 1, this skill will increases the power of your
regular musou attack. At level 2, this skill will turn your musou attack
into a true musou. At level 3, this skill will turn your musou attack
into a true musou and add the death element to your musou. This skill is
a rare skill.

S2ESKSPE \__________________________________________
Special skills are those skills that do not fit into any other category.
There are a lot of skills that deal with healing your general in this section.
Gluttony 1-3: Increases the amount of health you receive from health giving
items by 10% per skill level.
Cutthroat 1-3: Heals your general a certain amount for every 100 kills.
Harness 1-3: Increases the stability bar when you are mounted, meaning you
can take more hits without falling off of your horse.
Opportunity 1-3: When killed, this skill will bring you back to life once
per stage. At level 3, you will gain all your life back. This skill is a
rare skill.
Vigor 1-3: Makes winning deadlocks easier.
Prodigy 1-3: Allows you to steal skills easier.
Discern 1-3: Allows you to find better weapons.
Greed 1-4: Increases the amount of money you find by 20% per skill level.
This skill is a rare skill.
Fitness 1-3: Increases the time for temporary power ups by 20% per skill
level.
2x Jump 1: Gives you the double jump ability.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 8e. Self Skills
S2ESKSEL \__________________________________________
Each character has a skill that only that character and another character can
use. These skills are called Self Skills. They range from the extremely
useful to the extremely useless.
Absorb: Blocking enemy attacks will refill your musou gauge. The stronger
the attack you block, the more your musou gauge fills up. Learned by
Masamune Date and No.
Agility: Easier to perform back flips while in mid-air. You can perform a
back flip when you get knocked into the air by pressing L1 (or whatever
your block button is). This skill just makes it so that you can perform
them sooner. It's useful for escaping the second hit of multi tiered C2
attacks. This skill is learned by Hanzo Hattori and Nene.
Facility: Can roll after executing a charge attack. This can help you
cancel out the recovery time of your charge attacks. You can only perform
this when you hit with a charge attack. This skill is learned by
Kotaro Fuma and Ranmaru Mori.
Finesse: Can jump after executing a charge attack. This can help you cancel
out the recovery time of your charge attacks. You can only perform this
when you hit with a charge attack. This skill is learned by Hideyoshi
Toyotomi and Oichi.
Omniscience: Able to guard attacks that are coming from behind. This skill
is learned by Kenshin Uesugi and Kanetsugu Naoe.
Pierce: Allows projectiles to pass through enemies and damage enemies behind
them. This skill is learned by Ina and Magoichi Saika.
Pressure: Pushes back enemies when you guard and press Square (kind of a
throwback to DW3 when every general could do this). This skill is learned
by Mitsuhide Akechi and Ieyasu Tokugawa.
Rebound: Shortens the stun of a guard if you perform your guard right before
the enemy attack lands. This skill is learned by Tadakatsu Honda and
Sakon Shima.
Recoil: Deflects projectiles when they are blocked. This skill is learned
by Ishida Mitsunari and Okuni.
Resist: Allows your enemy general to become harder to stun or stagger when
your musou bar is full. This combined with Resilience 3 will make it
almost impossible for your character to become staggered. This skill is
learned by Shingen Takeda and Yoshihiro Shimazu.
Reversal: When you are being attacked, you can press the Triangle button to
perform an attack that interrupts your opponent's combo. This is probably
the cheapest self skill in the game. This skill is learned by Keiji Maeda
and Musashi Miyamoto.
Stability: Can execute the special stance after executing a charge attack.
The special stance is the R1 stance. This can be used to cancel out the
recovery of your charge attacks. You can only perform this when you hit
with a charge attack. This skill is learned by Nagamasa Azai and Yukimura
Sanada.
Vehemence: Increases the power of the weapon charge special move, which is
the R1 + Triangle move for both characters that possess this skill. This
skill is learned by Ginchiyo Tachibana and Nobunaga Oda.

Samurai Warriors 2: Empires \
FAQ/Strategy Guide \ 9. Weapons
S2EWEAPO \__________________________________________
Weapons are obtained a little different in SW2: Empires than from SW2
(although, it's the same way to get the weapons in DW5: Empires). There are
policy cards called Smith Cards. There is one for Swords, one for Spears
(which includes Pikes and Naginatas), and one for Special weapons. Your clan
has a gauge for each weapon type. When you use a Smith policy card, it fills
up that gauge some. When the gauge becomes filled, the level of your weapons
will increase. There are five levels in all.
The first level will provide you with the first weapons for your officers.
The second level will provide you with the second weapons for your officers.
The third level will provide you with the third weapons for your officers.
The fourth level will give you the opportunity to get a fourth weapon for the
officer you are controlling during a battle. If you get 500 kills on the
battlefield with a character, you will unlock their fourth weapon.
The fifth level will give you a small chance to get the Demon element for your
weapon as well as modify the base attack stat on your weapon.
I will only be listing the new weapons in this section (weapons for the CAWs
as well as for Kojiro Sasaki, since his fourth weapon is different from the
CAW sword weapon). If you would like to see the names of all the weapons,
they are all listed in my SW2 guide.

FAQ/Strategy Guide \ 10. Events
S2EEVENT \__________________________________________
As you are playing the game, there are many events that will happen between
characters. These little character interactions are listed in the archives
for future playback. Some of these events provide insight into a character's
personality. Most of the time, it's just something fun to break up the hack
and slash action of the game.
For the requirements of the events, when I say that the two officers should
attack each other, as long as one of the officers is in your invading army and
the other officer is in the defending fief, then the requirements will have
been met. It doesn't matter who controls the armies or who is attacking who.
When it states that the two officers must be in the same army, sometimes it
takes a while for the scene to appear. Also, some of these events have
scenario requirements. I will be listing these as I find them.
I will be listing all events in this section. I have not confirmed all of
these events yet. I will be in the process of doing so once I get everything
else done for this guide. The ones I have marked with a star are the events I
have NOT confirmed yet. Special thanks to DarkPriest, Prophet_of_Zeal,
PS2Kid, Orochi Iori, shadowknight6, and Blue_X_Knight from the GameFAQs
Message Board for providing the events and how to unlock them.

FAQ/Strategy Guide \ 11. Movies
S2EMOVIE \__________________________________________
The movies in SW2: Empires are the same movies from the original SW2.
However, these movies are unlocked through different ways in the game. Most
of the time, you must have a certain set up or enter a unique battle to get a
movie to unlock. I will be listing the movies in this section as I unlock
them or as they are found on the GameFAQs Message Board.
Oath of Friendship: During any scenario, attack a territory with Yukimura
Sanada, Mitsunari Ishida, and Kanetsugu Naoe while one of the three is the
lord.
Dance of Death: During the Incident at Honnoji 1582 scenario, trigger the
Incident at Honnoji as the Oda clan and accept the invitation to the
battle.
Onward to Honnoji: During the Incident at Honnoji 1582 scenario, trigger the
Incident at Honnoji while you are not the Oda clan. You do not have to be
a participating member in this battle to unlock the movie, but you cannot
reject participating in the battle if you are given a choice to.
Premonition: During any scenario and after you have received Nagamasa Azai's
Love Story event, defend your territory using Nagamasa Azai and Oichi.
Nagamasa Azai may have to be the lord.
Monkey's Motivation: During any scenario, attack a territory controlled by
Ieyasu Tokugawa with Hideyoshi Toyotomi and Mitsunari Ishida. Both
Hideyoshi and Ieyasu have to be lords.
The Heaviest Burden: During the Battle of Anegawa 1570 scenario, attack
Shingen Takeda's clan at Kai with Ieyasu Tokugawa and Tadakatsu Honda and
then retreat.
Showdown at Sekigahara: During the Battle of Sekigahara 1600 scenario,
trigger the Battle of Sekigahara. You will be given a choice to
participate in the battle no matter which clan you are, so you must
participate in the battle.
Oath of Honor: During any scenario, attack a territory with Yukimura Sanada,
Mitsunari Ishida, and Kanetsugu Naoe while none of the three is the lord.
Caught in the Middle: During the Battle of Anegawa 1570 scenario, trigger
the Battle of Anegawa. You do not have to be a participating member in
this battle to unlock the movie, but you cannot reject participating in
the battle if you are given a choice to.
Returning the Favor: During the Battle of Sekigahara 1600 scenario, play as
a force that joins the Western Army during Sekigahara. Trigger the Battle
of Sekigahara and win.
Devil Shimazu: During the Battle of Sekigahara 1600 scenario, play as the
Shimazu clan and participate in the Battle of Sekigahara. Retreat from
the battle and then use Hard March to attack the Oda clan at the fief of
Mino.
Kawanakajima: During the Battle of Kawanakajima 1560 scenario, trigger the
Battle of Kawanakajima. You do not have to be a participating member in
this battle to unlock the movie, but you cannot reject participating in
the battle if you are given a choice to.
A Simple Request: During any scenario, finish a battle with Hideyoshi
Toyotomi and without Nene. Hideyoshi must be the lord of the army. You
may have to have already activated the Monkey's Motivation movie and Nene
may have to be far away from where the battle takes place.
Meanwhile, at Ganryujima: During any scenario, have Musashi Miyamoto and
Kojiro Sasaki in neighboring fiefs. There may be something more to this.
(This is the only movie I have not gotten, so I don't know the exact
requirements.)

I will be listing how to unlock each piece of artwork in this section. They
will be grouped together for now. Maybe later on, I will list them
individually. Special thanks to PS2kid for providing the methods on unlocking
the last six artworks.
Artwork 1-56: Either have a save file of Samurai Warriors 2 on your memory
card or recruit that unique officer into your army.
Artwork 57-140: View particular events regarding that character. Not any
event will do. Each piece of artwork is tied to a particular event that
you must receive. (To unlock artwork 88, you must have Mitushide Akechi
as your lord and view the event involving a random generic officer finding
a statuette. This event is not listed under any of the event lists. To

FAQ/Strategy Guide \ 14. FAQs
S2EFREQU \__________________________________________
I will list FAQs as I get them. I normally put my "You can't use my guide so
stop asking" FAQ here, but it doesn't seem to stop my inbox from getting
flooded. I think I'm going to start blocking all the people I keep saying no
to. Honestly, you people who run these game help websites are worse than
spammers. It just makes me think even less of your website and makes me like
GameFAQs even more (they don't beg).
Q. How do you unlock more CAW weapons?
A. You can't and you don't.
Q. Why can't I use (insert random character's name here whose move set is
not available to be used by a CAW) for my CAW?
A. Don't really know. It was KOEI who decided it. Maybe they decided
certain move sets would be too weird on a CAW? Don't really know and
don't really care. CAW is pointless in this game and has been pretty much
pointless in every Warriors game. Until they come up with something that
is very customizable and not a quick two minute throw in as an attempt to
appease fans while doing the least amount of work possible, it will
continue to be that way (and you know it's the truth).

FAQ/Strategy Guide \ 16. Contact Information and Legal Stuff
S2ELEGAL \__________________________________________
Damnit. The word "stuffies" won't fit in the header! Nevermind the fact that
"stuffies" isn't a real word...it's a real word in my world!
Oh well...
If you find any mistakes, see any information that may be wrong or missing, or
have any good information, contact me at
[email protected]. I retain all
rights to post anything in your e-mail on my FAQ and will give you credit if I
do. I will only give credit to the first person who sends me something. If
you're going to e-mail me about a policy that I am missing, please put down
which officer initially gave you that policy in the Decree menu. Otherwise, I
won't put you information in my guide and you won't get credit.
Hate mail will not be responded to (unless I want to make fun of you) and if
you hate my FAQ, don't read it. There are plenty of other FAQs to use and
plenty of better ways to use up your time and mine. I will try to respond to
all e-mails I get, but if I don't, don't think I'm ignoring you. My job keeps
my free time to a bare minimum and that time is used on making FAQs or my side
project that is about to come to fruition.
This FAQ may only be used on GameFAQs (www.gamefaqs.com). If you see any other
site using my FAQ, please let me know so I can power trip on them.
